- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking large and small businesses capable of performing Maintenance of Direct Digital Controls (DDC) for Air Handling and Fan Coil Units, Building V-64, at Naval Station, Norfolk, VA. The technician for this project will be expected to conduct point to point checkout, troubleshooting end devices and Direct Digital Controls (DDC) network bus, loading controller programs to test for system operational functionality, and perform scheduled preventive maintenance to ensure the building automation system (BAS)/(DDC) is properly maintained and operating correctly. The appropriate North American Industry Classification System (NAICS) code for this procurement is 238210 Electrical Contractors and Other Wiring Installation Contractors, and the Small Business Size Standard is $15,000,000. The contract will include FAR clause 52.219-14 Limitations on Subcontracting, which states that The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. This office anticipates award of a contract for these services by April 2019. It is requested that interested sources submit to the Contracting Officer a capabilities package. The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company s ability to demonstrate existing, or developed, expertise and experience in relation to this contract. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Navy in tailoring requirements to be consistent with industry capabilities. The capabilities package shall address, at a minimum the following: (1) Examples of projects worked within the last five years utilizing a technician who possesses the following requirements: - Factory trained on BAS/DDC system/equipment being maintained. - 3+ years of experience with start-up, point to point checkout, and commissioning of commercial building Direct Digital Control (DDC) Building Automation Systems (BAS). - Minimum education: High school diploma. Vocational High School or technical Associate s Degree preferable or equivalent experience. - Handles emergency service calls as directed during the day and after hours. - Responds to customer service calls (emergency or routine), checks indicated points of trouble, analyzes full requirements of system involved and checks and tests systems components. - Diagnoses trouble or defect, determines corrective action, and repairs system. - Performs preventative maintenance and diagnostics on automation system and components according to original equipment manufacturer (OEM) specifications. - Capable of reading and interpreting mechanical and electrical blueprints. - Tests and verifies system readings ensuring an optimal system operation. - Strong knowledge and practical experience using a Digital Multi-meter and related controls calibration and testing tools as they pertain to DDC systems and their end devices. - Computer user experience (Word, Excel, Graphics software, etc.), including performing manufacture s computer backups, security, and software updates. - Strong knowledge of commercial buildings mechanical and electrical systems. - Identifies opportunities for system improvements, enhancements and upgrades to extend systems and improve building automation system performance. - Completes and submits written service orders and reports covering all aspects of each assignment and activity. - Must be physically able to climb ladders and stairs and use tools while on a ladder. - Self-motivated, can work independently or as a team member. - Good written and verbal communication skills. Knowledge of the state regulations within the AOR. Indicate whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government/Agency point of contact. (2) Company profile, to include number of offices and number of employees per office, annual receipts, office location(s), available bonding capacity, DUNS number, and CAGE Code. (3) Please indicate if you are a Small Business, Small Disadvantaged Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, and certified 8(a) Business. (4) In order to assist us in determining the geographic boundaries of the contract(s) necessary to cover the services of the proposed requirement within our AOR, please identify the geographic area in which you can operate in an efficient and economical manner. Please note that if you are responding as an 8(a) Mentor-Protégé, you must indicate the percentage of work to be performed by the protégé. A copy of the SBA letter stating that your 8(a) Mentor-Protégé agreement has been approved would be required with your proposal, if requested. This notice is a market research tool being used to determine the availability and adequacy of potential large and small business sources prior to determining the method of acquisition and ultimate issuance of a solicitation. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable.
