- Page 1 of 1 SPECIAL NOTICE INTENT TO SOLE SOURCE Department of Veterans Affairs, Sierra Pacific Network Contracting Office (NCO 21), intends to negotiate a sole source contract with University of California San Francisco (UCSF). This procurement is being conducted in accordance with FAR 13.501 in accordance with 38 USC 1703 Contracts for Hospitals and Medical Services only one responsible source and no other supplies or services will satisfy the agency requirements. The contract will be firm-fixed-price, and the NAICS Code is 621511. The Department of Veterans Affairs requires the contractor to provide the San Francisco VA Health Care System (SFVAHCS) with Anatomic Pathology Laboratory Services in accordance with the Performance Work Statement (PWS). The pathology laboratory shall provide the analysis, reporting of results and interpretation of laboratory services. The laboratory is responsible for providing requisition forms, special instructions, turnaround times, specimen requirement, specimen transport supplies and courier services. Laboratory Testing Services required: IPOX (immunoperoxidase stains used on specimens decided by the pathologist depending on the disease being evaluated or tumor type) Special Stains Electron Microscopy (for Kidney, nerve and muscle specimens) Muscle biopsy for enzyme histochemical stains Eye Pathology all enucleation specimen Immuno-Fluorescence for medical Kidney specimens DIF (Direct Immunofluorescence) for dermatology specimens examines dermatology biopsy specimens for endogenous deposition of immunoglobulins, complement (C3) and fibrinogen. CJD (Creutzfeld-Jacob disease) specimens are all sent to UCSF Interested vendors must provide evidence of providing the required tests within the last 12 months. This Notice of Intent is not a request for competitive proposals. If a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service, to the Contracting Officer no later than 11:00AM PST, February 23, 2019. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer Brian Trahan at brian.trahan@va.gov. Verbal responses will not be considered. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with UCSF.
