- DEPARTMENT OF VETERANS AFFAIRS (VA) Sources Sought - LEASE 25 PARKING SPACES The VA is interested in leasing 25 PARKING SPACES in PORTLAND, MAINE. The parking spaces must be within the delineated area of the Portland CBOC, located at 144 Fore Street, Portland, Maine 04101. The lease term requirement is for a firm 1 year term with one 1 year option. The VA is interested in parking spaces that are available now or in a short time frame. SPECIAL REQUIREMENTS: Leased parking shall be within the delineated area of the Portland CBOC at 144 Fore Street, Portland, Maine 04101. See B. Delineated Area Description The 25 parking spaces do not need to be in the same location / space. The Government will also consider offers of less than 25 but a minimum of 10 spaces for lease. Parking spaces shall be a minimum of 9 feet wide by 18 feet long. One space per every 8 total parking spaces shall be handicap accessible parking space meeting the requirements of the Architectural Barriers Act Accessibility Standards (ABAAS), available at http://www.access-board.gov/guidelines-and-standards/buildings-and-sites/about-the-aba-standards/aba-standards. The entire parking area(s) must be lit during hours of darkness. Lighting shall meet Illuminating Engineering Society of North America (IESNA) standards. Uncovered surface parking areas shall have at least 1 foot-candle overlapping throughout the lot. Garage parking shall have a minimum of 10 foot-candles. Snow and ice removal, where applicable, shall be included in the base rent. Space shall be maintained in a safe condition. This includes, but is not limited to: Space shall be free of potholes and of cracks/openings wider than one inch. Space shall be cleaned regularly, including removal of leaves and debris. All structures shall be maintained in good repair and good working order. Grading and storm water system shall be adequate to prevent pooling of water. The space shall meet the requirements of the Architectural Barriers Act Accessibility Standards (ABAAS), available at http://www.access-board.gov/guidelines-and-standards/buildings-and-sites/about-the-aba-standards/aba-standards. Proposed Property shall not be located within the 100-year flood plain. Delineated Area Description: The area in and abounding the Portland CBOC at 144 Fore Street, Portland, Maine 04101: Starting south of 144 Fore Street at Atlantic Ocean / Thames Street Thames Street turns into Commercial Street to Pearl Street as the western boundary Pearl Street to Junction with Somerset Street as the northern boundary Somerset Street turns into Fox Street to Walnut Street to Junction with Eastern Promenade as the eastern boundary Eastern Promenade turns into Fore Street SUBMISSION REQUIREMENTS: VA reserves the right to conduct a formal market survey of prospective properties. Interested offerors (owners, brokers or legal representatives) shall reply by email to Vicki Clements at vicki.clements@va.gov, no later than February 22, 2019 by 4:00 PM (ET). Interested parties must include the following in their submission: Name of current owner and contact information. Address of proposed location or locations. Number of parking spaces offered at location(s). Confirmation of the number of handicapped parking spaces being offered. Description of the specific location(s) of the parking spaces being offered. This may be done through any combination of narrative description, photos, outline on a site plan, or a marked up satellite image (i.e. from map programs). Condition of space. Provide photos that are representative of the overall condition of the parking lot. Identify when the parking spaces are available.
