Description
The NASA Armstrong Flight Research Center (NASA/AFRC) is soliciting information about potential sources for the one-time performance of heavy maintenance on the NASA/AFRC Airborne Science DC-8 Aircraft. This DC-8, Tail No. N817NA, is a 72 series model powered by General Electric CFM-56-2 engines, currently operated by NASA/AFRC, and stationed at Palmdale, CA. This aircraft is a unique national resource whose use for scientific research worldwide is scheduled several years in advance. The Government's schedule for this maintenance is very critical, and it is essential that the work be completed on time to avoid impacting scheduled scientific missions. The aircraft will be available for induction into the potential contractor's maintenance and repair facility on or around early March 2020 with a contemplated completion date by end of May 2020. Areas of consideration for the requirement will be the contractor's history of DC-8 (or related large aircraft) heavy maintenance, ability to meet the induction and completion schedule, and familiarity with the Boeing Low Utilization Maintenance Program (LUMP) developed under Maintenance Steering Group 3 (MSG3) and the associated work cards. Maintenance will include a series of A checks (1A/2A/3A/4A), C checks (C1/C2), landing gear replacement (using government provided zero-time replacement landing gear), along with associated over & above work (as required). Additional maintenance actions may be included in the final Request for Proposal. The potential contractor shall demonstrate relevant experience in all areas to include inspection, maintenance, repair, stripping, cleaning, painting, and return the aircraft to service in accordance with applicable FAA certification standards.
