- This is a notice of intent to increase the ceiling of Contract N66001-18-C-4022 to Cubic Defense Applications Inc. (CDAI) Intific, awarded by SSC Pacific on behalf of the Defense Advanced Research Projects Agency (DARPA) Strategic Technology Office (STO) on 21 February 2018. The performers effort, Urban Logistical Testing and Reasoning Application (ULTRA) was selected as a Technical Area 1 (TA1): Composable Operations Development Environment performer to support STO with a virtual environment used to explore functional composition and its impact on tactics across levels of command. The environment should focus on revealing the consequences of choices made in the environment within the complex dynamics of the adversarial contest between humans. TA1 performers are developing the test environment used to explore functional composition and their impact on tactics across multiple levels of command. Additionally, the TA1 environment is required to integrate with the Technical Area 2 (TA2): Functional Compiler capability to demonstrate and execute TA2 integrated dynamic composition capabilities and the Technical Area 3 (TA3): Systems for Functions capability to obtain available Battle Space Objects and their functional characteristics and TTPs. This additional effort is to provide additional fidelity to ULTRA platform to address Marine Corps requirements for Electromagnetic Spectrum Operations (EMSO), logistics, civilian populace, terrain modifications, and realistic tactical planning at the edge of the battlespace. The NAICS code for this procurement is 541715 (formerly 541712). Due to the nature of Research and Development efforts, DARPA STO could not have reasonably estimated the need for the additional effort required under this effort, that will benefit from this additional tasking being included under the current contract. This action includes a ceiling increase of approximately $2,672,473.00. This notice of intent is not a request for competitive proposals or quotes, however, interested parties may submit comments in writing to the Contract Specialist, Lynn Biederman, Code 22720, Space and Naval Warfare Systems Center, Pacific who may be reached by telephone at (619) 553-4479 or via email to lynn.biedermann@nvy.mil. This notice will be posted for fifteen (15) days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
