Description
Space and Naval Warfare Systems Center, Pacific (SSC Pacific) is seeking interested parties, both large and small, to offer services in support of Executable Architecture Management System (ExAMS) project. Scope: The overarching scope of this effort is to provide the Executable Architecture Management System (ExAMS) project with a range of services to support modeling and transformation of disparate and complex architecture elements into dynamic executable architectures used to generate and explore system-of-system architecture performance in the context of mission activities and performer behaviors. To achieve this end state, the work will be focused in the following areas: 1. Software design, development and maintenance Design, development and maintenance of software components and interfaces necessary to support the ExAMS program. This will require systems engineering, system sustainment, system integration, user interface (UI) design and development, capability enhancements, enterprise data integration support, data warehousing, sharing enterprise components and services, verification and validation testing, release testing, installation, training, and system documentation. 2. Training curriculum development and conduct The contractor shall provide ExAMS analysis subject matter experts to assist in designing the training curriculum of the ExAMS software application to include all upgrades and patches. The contractor shall assist in the coordination along with Government technical personnel to obtain the ExAMS baseline images and software for analysis and use for the curriculum design and development. The contractor shall assist with the design of the training curriculum for the ExAMS analysis process. All courses shall be designed for deployment as traditional Instructor-Led training, computer- based training, manuals or multi-media presentations. The contractor shall assist in the development and integration of new ExAMS features into existing or developed training curriculum. 3. ExAMS analysis conduct The contractor shall use the ExAMS application to conduct the analysis of system architectures, missions, tactics, equipment, C4I interfaces, and resource allocations to existing programs/systems using the ExAMS analysis process. The ExAMS analysis process will be used to ensure missions are traceable to Required Operations Capabilities and based on Integration and Interoperability (I&I) Mission baselines. The contractor shall perform support and maintenance analysis of missions, tactics, equipment, C4I interfaces, and resource allocations to existing programs/systems. Support locating /researching all relevant valid data to maintain models current, as well as both systems data (PEOs) and operational data (fleet). Ensure data traceability through execution of the analysis process. Use the ExAMS analysis process and ExAMS application to ensure missions are traceable to Required Operations Capabilities and based on Integration and Interoperability (I&I) Mission baselines. As analytical questions are posed, support model maintenance and adjustment necessary to support the analysis via Enterprise Architecture and SPAWAR 5.0. Provide systems engineering support in analyzing and/or projecting performance of future systems. Support analysis of the data and excursions for analysis using executable architectures to seamlessly run alternatives to architecture changes to inform engineering analysis. Perform ExAMS software changes to meet the changing needs of customers and analysis teams. Execute simulations directly from architecture products and produce Measures of Effectiveness (MOEs) and Measures of Performance (MOPs). Provide mission area and system subject matter experts and analysts to evaluate Mission Level Assessment and Evaluation (MLA&E) studies. 4. Software lifecycle support The contractor shall provide software engineering, software development, systems engineering and analysis, integration, network engineering, systems maintenance, testing, training, implementation, hardware/software installation, life cycle maintenance, configuration management, help desk services, management support, and documentation to support the ExAMS application and the ExAMS analysis process. The contractor shall provide database support to include Oracle and Postgres database security and administration. The applicable NAICS Code is 541330 and the business size standard is $38.5M.
