- This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of interested noxious week and invasive plant control service contractors. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The Bureau of Reclamation, Pacific Northwest Region, anticipates a future procurement for weed control maintenance services for Federal non-park lands surrounding Black Canyon Reservoir and Montour Wildlife Management Area in Gem County, Idaho. This contract will provide services for approximately 125 acres that need to be treated annually. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 561730, Landscaping Services with a Small Business Size Standard of $7.5 million. This NAICS code is on the procurement list for Women Owned Small Businesses (WOSB). Responses are requested with the following information: 1. Offerors name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Woman owned, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. DUNS and CAGE number. 4. Past performance/experience on contracts of similar sizes, describing no more than three (3) contracts completed within the past five years of the issue date of this Sources Sought Notice. The past performance information shall include project title, location, general description of the maintenance services supplied, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractor's name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. NOTE: This solicitation is subject to FAR 52.219-14 Limitations on Subcontracting. Specific attention is to be paid to para (c)(1) which states Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Responses need to be received by COB 5 pm Eastern Time, February 18, 2019. Email responses to: Don Richer at dricher@usbr.gov Responses will not be returned. Telephonic responses will not be honored.
