- The U.S. Fish & Wildlife Service, Portland OR intends to make a single award for Architect and Engineering Services in accordance with the Brooks Act and the Federal Acquisition Regulation (FAR) 36.6 and 36.602-5, short selection process for contracts not to exceed the simplified acquisition threshold. A short list of three firms deemed the most highly qualified after initial review will be chosen for interviews. From the three most highly qualified firms, the highest qualified firm will be issued a solicitation. The USFWS will not pay or reimburse any costs associated with responding to this request. The USFWS is under no obligation to award a contract as a result of this announcement. The firm receiving the award will be selected based on qualifications and ability to perform the required work. SELECTION CRITERIA: Selection criteria for this acquisition are pursuant to FAR 36.602-1. Contractors will be evaluated in terms of: (1) Professional qualifications necessary for satisfactory performance of required services. (2) Specialized experience and technical competence in the type of work required. (3) Capacity to accomplish the work in required time. (4) Past performance on contracts with Government agencies and private industry. (5) Location in the general geographical are of the project; The general geographical area is Northwestern California. Evaluation will be based on a subjective assessment by the chairperson of the board of the firm s ability to effectively address the professional qualifications as described above. SUBMITTAL REQUIREMENTS: All responsible sources may submit a response which, if timely received shall be considered. All respondents shall submit SF 330s Part I and Part II to the Contracting Officer, Nicholas Koston, at nicholas_koston@fws.gov. The USFWS reserves the right to consider current SF330s that are on file with the USFWS in response to this announcement. All responses shall be submitted no later than February 20, 2019 at 2:00 PM Pacific Time. This request is for SF330 Architect Engineer Qualifications packages only. Any requests for solicitation will not receive a response. A solicitation will only be issued to the most qualified Architect Engineering Firm. Any inquiries shall be directed to the Contracting Officer, in writing, at the email address listed above. Any firm considered for award must be registered in the System for Award Management (SAM). The NAICS code for this acquisition is 541370, Surveying and Mapping and the business size standard is $15 Million. This requirement is a TOTAL SMALL BUSINESS SET ASIDE. NATURE OF WORK: The U.S. Fish and Wildlife Service (FWS) requires land survey services to support land acquisition and management at Humboldt Bay NWR, near the city of Eureka in Humboldt County, California. The project involves the survey, subdivision, and monumentation and posting of two tracts listed as follows: Tract (90) Rau: APN 308-191-010-000, 16.524 acres O.R. 2001-15672-2 Tract (91) McAllister: APN: 308-191-011-000, 5.411 acres APN: 308-201-026-000, 1.52 acres O.R. 1999-24911-2 The tracts are located in Section 6 of Township 3 North, Range 1 West, and Section 31 of Township 4 North, Range 1 West, of the Humboldt Meridian and Baseline (see Exhibit A). The project will consist of subdividing the tracts as follows: Tract (90) Rau: Subdivide approximately 4.6 acres from the northeast corner of the property as shown on Exhibit A. The object of this subdivision is to acquire rookery trees inside the proposed boundary shown on Exhibit A. However, proper care must be taken to preserve access to the remainder of the property and account for any above or below ground improvements in the area of the proposed boundary. Tract (91) McAllister: Subdivide APN 308-191-010-000, 5.411 acres, from APN 308-201-026-000, 1.52 acres, along the line between T3N R1W and T4N R1W. The deed of record for this parcel describes one contiguous parcel rather than two as the APNs would indicate. The project includes the following approximate quantities: search and ties for up to 2 controlling GLO corners; setting of up to 7 new monuments and posting of approximately 3,400 feet of Refuge boundary. This survey creates two subdivisions under the Subdivision Map Act and the ordinances of Humboldt County. Because this project is for conservation purposes, the FWS Regional Land Surveyor has been assured by county officials that this project will receive a waiver from county regulations. However, the contractor should work with county officials as closely as necessary to ensure that their concerns are addressed.
