Description
The FAA intends to extend the contract period for 16 months through September 2021 and increase the contract ceiling value by $7,174,210 on the Telephonics Common Terminal Digitizer (CTD) contract DTFAWA-14-C-00047. This increases the current contract ceiling from $40,126,871 to $47,301,081. This increase is in addition to the $5,201,103 ceiling increase under contract modification 0017. This contract was competitively awarded to Telephonics in August 2014. The current contract period of performance ends May 26, 2020. The extension and ceiling increase will be on a single source base pursuant to AMS T.3.2.4 Single Source Contracting. The FAA has determined that the due to the proprietary nature of the CTD System, an alternative vendor will not be able to provide continued operations until the government assumes responsibility of all systems. A competitive procurement at this time would result in budgetary and schedule constraints resulting in a complete overhaul of the program requirements and would disrupt the operations, support and deployment of the remaining systems into the NAS. Therefore, it is not in the best interest of the government to consider other potential sources or to issue a new market survey. The CTD Program is procuring and implementing primary and secondary radar digitizers to convert ASR-8, ATCBI-5, and Mode S analog radar signals to the digital data format. This digital output is necessary to meet the FAA ™s mission to modernize the current Terminal Automation systems (e.g. STARS and TAMR) in the NAS in order to improve Air Traffic Controller ™s situational awareness at the Terminal TRACONS. A total of 46 CTDs are being installed with 16 systems remaining. In order to provide the necessary support for the continued production, implementation and delivery at the remaining 16 sites, continuity of service is critical to the program.
