DeBakey VA Medical Center 2002 Holcombe BLVD Houston, TX 77030 Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR Part 13 Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-101 (effective 10/26/2018). The associated North American Industrial Classification System (NAICS) code for this procurement is 561210, with a small business size standard of $38.5 million. Small Business registration will be verified in System Award Management (SAM) and Small Business Administration (SBA). SDVOSB registration will be verified in Contractor Information Pages (VIP). Quotes will be considered non-responsive and rejected if the Contracting Officer is not able to verify and view contractor s registrations. The Department of Veterans Affairs (VA) Michael E. DeBakey VA Medical Center, 2002 Holcombe BLVD., Houston, TX 77030 is seeking to purchase a requirement for services performed at hundred percent; providing services and support technicians available Monday-Friday for on-site services; excluding Federal Holidays. The Contractor shall provide qualified technicians employed directly by the contractor (i.e. Control System Engineer, Energy Engineer, etc.) to work with Key Facility Management Staff (FMS) (i.e. Michael E. DeBakey VA Center (MEDVAMC) Energy Engineer and MEDVAMC Building Maintenance staff) on Building Management System (BMS) tune up, maintenance, calibration, updating, and developing energy conservation control measures and strategies within the BMS, associated equipment and related VA Building Service Equipment (BSE) controlled by BMS, and manufactured by Metasys and Johnson Controls, Inc. ******THE PRIME CONTRACTOR SHALL BE AN AUTHORIZED OEM CONTRACTOR****** FAILURE TO SUBMIT AUTHORIZATION LETTER FROM ORIGINAL EQUIPMENT MANUFACTURER (OEM) SHALL DEEM QUOTE TECHNICAL UNACCEPTABLE. NOTE 1: Contractor shall be an authorize Contractor, trained technician, possess licenses and certification for proprietary equipment and services to meet all government requirements and objectives. All Questions shall be answered in response to the SOLICITATION for the government to consider contractor with the capability to meet the government requirement. NOTE 2: Contractor shall be an OEM authorized dealer, authorized distributor or authorized reseller for the proposed equipment and/or services contracts for maintenance of equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the supplies, equipment and/or services contracts for maintenance of equipment shall be in accordance with the OEM terms and conditions. NOTE 3: The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.   Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Contractor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA facility upon discovery of such items.   Place of Performance: Equipment located at MEDVAMC, 2002 Holcombe BLVD, Houston, TX 77030 at Energy Engineer and overseen by the Building Maintenance staff and engineers. Opportunity: The MEDVAMC, is seeking quotations from potential contractors on their ability to provide this service and possess OEM license, software, parts and certification. Contractor shall possess the capability to provide all requirements and objectives. The expected period of performance is a base period, plus four (4) options of one (1) year in length, exercisable at the Government s discretion.
