Description
Synopsis: Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award a sole-source task order to HEXAGON US FEDERAL, INC. (Hexagon), 301 Cochran Rd, Huntsville, AL, 35824. This task order is for the installation of Consolidated Emergency Response System (CERS) Dispatch, Alerting and Records Management (DAR) sites at Marine Corps Air Station (MCAS) Iwakuni, Japan and Marine Corps Base Camp Lejeune, North Carolina (CLNC). Services include scheduled and preventive maintenance of hardware, sustained operations and maintenance planning, Information Technology system administration and domain management, software patching and updating, Security Technical Implementation Guide (STIG) compliance, and cybersecurity vulnerability assessments and scans. This effort requires the addition of two (2) CERS DAR sites at CLNC and MCAS Iwakuni. CERS includes Computer Aided Dispatch (CAD) Workstations, CAD Servers/Clients/Information Technology (IT) infrastructure, Fire Station Alerting (FSA), Geospatial Map Development, Records Management (RMS), System Warranty and Support, and System Operator Training, used by first responders in support of life safety missions aboard United States Marine Corps (USMC) installations. Additionally, this effort requires continued sustainment and maintenance of the 11 USMC sites, previously installed by Hexagon, that are centrally managed using a proprietary I/CAD system. Hexagon is the installer, integrator, and software proprietor of I/CAD aboard United States Marine Corps installations. I/CAD allows for the integrated capabilities of call handling and dispatching, intelligent mapping, field communications, data reporting and analysis, and application integration. As currently deployed, all systems are centrally managed and controlled from the system integration lab (SIL). Continuation of this centralized monitoring of all sites within the USMC network is required and can only be achieved with like components. Additionally, the related hardware/software are the only commercially available items within the approved Authority to Operate (ATO) baseline. The authority for soliciting from a single source is FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. A Firm-Fixed Price task order with a base year and three (3) option years is anticipated. The applicable North American Industry Classification System code is 541513, with an applicable size standard of $27,500,000.00. The proposed contract action is for services for which the Government intends to solicit and negotiate with a single source under authority of FAR 8.405-6. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within fifteen (15) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
