Description
The work includes providing Unaccompanied Housing (UH) at Naval Base Guam for enlisted sailors (pay grades E-1 through E-4) via conversion and alteration of buildings 5, 6, 18, and 20. Each UH building will include double-occupancy (2+0) permanent party housing units and building common areas (multipurpose spaces, shared kitchens, vending areas, shared laundries and other miscellaneous support spaces). The estimated dollar value is between $25,000,000 and $50,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236116 AND AVERAGE ANNUAL RECEIPTS OF $36.5 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 1000 calendar days. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. The technical evaluation factors are anticipated to be as follows: (1) Experience; (2) Past Performance; and (3) Safety. The Request for Proposal (RFP) will be available on or about 20 February 2019. Hard copies containing the RFP will not be issued. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274219R1310 after the RFP is issued. Printed copies of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Approval will not be granted until receipt of the executed non-disclosure form. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274219R1310. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holders list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation. Offerors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov at the time of proposal submission. A one-time pre proposal site visit is tentatively scheduled for 19 March 2019 at 9:30 a.m. Ch.S.T. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsites and conditions to be encountered and is not for the purposes of answering questions. Visitors interested in attending the pre-proposal site visit that does NOT have a DBIDS pass for Naval Base Guam shall submit a completed SECNAV form 5512/1 and Request for Base Access form. If the visitor has a DBIDS pass for Naval Base Guam, provide the full name. If the visitor has a DBIDS pass but not for Naval Base Guam, provide full name and social security number. The names and completed forms shall be submitted to Ms. Ann Saki-Eli at ann.sakieli@navy.mil on or before 2:00 p.m. H.S.T., 4 March 2019.
