Sources Sought -- Doctor of Science in Physician Assistant Studies with a Major in General Surgery (DScPAS-GS) Support Services Subject: Non-personal services of an Accredited University to provide Degree Support Services for the U.S. Army Medical Department Center and School (AMEDDC&S) SOL#:W81K04-19-Q-DSGS THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION ONLY. This is not a Solicitation, (i.e. Request for Proposal, Request for Quote, or Invitation for Bid), or an indication that the Health Readiness Contracting Office (HRCO) will contract for the services contained in this notice. This notice is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this notice are strictly voluntary and the Government will not pay respondents for information provided in response to this notice. Responses will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website, http://www.fbo.gov, at a later date and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This Sources Sought Notice does not restrict the Government's acquisition approach on a future solicitation. RESPONSES: Respondents to this notice should describe their interest and ability to perform the requirement summarized within this notice by providing a capability statement and any concerns, comments or recommendations you may have with the attached draft Performance Work Statement (PWS) citing the specific PWS paragraph numbers for reference. Responses are to contain (1) University Name, (2) Address, (3) Point(s) of Contact, Phone Number, email, (4) CAGE Code and (5) capability statement specific to the requirements of the attached DRAFT PERFORMANCE WORK STATEMENT (PWS). Responses should be formatted as either MSWord (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted. DESCRIPTION OF REQUIREMENT: The U.S. Army Medical Department is seeking degree support services for their Physician Assistant Studies with a Major in General Surgery Program. Support services will result in a Degree of Doctor of Science in Physician Assistant Studies with a Major in General Surgery degree to students who successfully complete the DScPAS-GS Residency. This requirement is in support of the US Army Military Graduate Program. The Army Medical Specialist Corps and Graduate School, AMEDDC&S HRCoE, represented by the Director of Postgraduate Physician Assistant Education (DPPAE), with assistance from the Directors of the General Surgery Residency (DScPAS-GS), will oversee this postgraduate Physician Assistant education program. Graduates of the DScPAS-GS Residency Program will be trained to provide quality specialty care for patients with a wide variety of illnesses and injuries both in the medical centers and on the field of battle. To meet this need, the Health Readiness Contracting Office (HRCO) intends to award an Indefinite Delivery, Indefinite Quantity contract for the services of a qualified University competent in the management of technical, educational, and administrative aspects of hosting an off-site doctoral program. The total length of the degree program is 18 months consisting of 17 didactic sections and 16 clinical rotations. This includes: approximately 4,300 clinical training hours, approximately 740 hours of classroom instruction, lectures, substantive reading assignments, oral boards, written midterm and final exams, monthly procedure practice labs, 16 exams based off didactic reading assignments and evidenced based medicine, and a robust research requirement. It is anticipated the services in support of conferring degrees will be required starting May 1, 2019. The university shall be fully accredited by one of the six regional accrediting associations recognized by the U.S. Department of Education (Accrediting Commission for Community and Junior Colleges (ACCJC) Western Association of Schools and Colleges, Higher Learning Commission (HLC), Middle States Commission on Higher Education (MSCHE), New England Commission of Higher Education (NECHE), Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), WASC Senior College and University Commission (WSCUC)). The University must be authorized to confer a Doctor of Science in Physician Assistant Studies with a Major in General Surgery degree. The contractor shall be classified as a Doctoral University with Highest Research Activity (R1) or as a Doctoral University with Higher Research Activity (R2) by the Carnegie Classification of Institutions of Higher Education. The contractor shall also demonstrate that the programs have been approved by the appropriate institution's governing body, which is an independent policy-making body capable of reflecting constituent and public interest within governance activities and decisions. The contractor shall demonstrate that it has the legal authority and necessary support structure to confer a Doctor of Science in Physician Assistant Studies with a Major in General Surgery degree.
