Description
Pre- Solicitation Notice: The Contractor is to provide delivery of Fresh Fruits & Vegetables (FF&V) and live potted plants as a drop shipment in accordance with Defense Commissary Agency's (DeCA) Guaranteed Sale Potted Plant Program for resale in 33 commissaries located in Area 5 in Alabama, Arkansas, Tennessee, Louisiana, Mississippi, Georgia and Florida that are assigned to the Defense Commissary Agency's Central Area. Area 5 includes the following areas that are geographically clustered as follows: (33 stores) - Albany MCLB, GA; Arnold AFB, TN; Barksdale AFB, LA; Camp Merrill, GA; Columbus AFB, MS; Eglin AFB, FL; Ft Benning, GA; Ft Polk, LA; Ft Rucker, AL; Ft Stewart, GA; Gulfport NCBC, MS; Gunter AFB, AL; Hunter AAF, GA; Hurlburt Field, FL; Jacksonville NAS, FL; Keesler AFB, MS; Key West NAS, FL; Kings Bay NSB, GA; Little Rock AFB, AR; MacDill AFB, FL; Maxwell AFB, AL; Mayport NS, FL; Memphis NSA, TN; Meridian NAS, MS; Moody AFB, GA; New Orleans NSA, LA; Patrick AFB, FL; Pensacola NAS, FL; Redstone Arsenal, AL; Robins AFB, GA; Tyndall AFB, FL; and Whiting Field NAS, FL; and Ft Buchanan, Puerto Rico. A single solicitation containing 33 commissaries (Area 5) will be issued. Area 5 will be independently evaluated and awarded on an all or none basis. The Government will award one contract resulting from this solicitation based on evaluation using the best value tradeoff process. A Requirements Type Contract is contemplated. The Request for Proposal will be issued on or about February 20, 2019. The base period of performance shall commence approximately August 5, 2019- August 1, 2021 for 24 consecutive months plus three 12-month option periods. The SIC Code is 8915 and the NAICS code is 311991 for this requirement with a size standard of 500 employees. This solicitation will be issued as a 100% small business set-side with the approval by the Small Business Administration of an Individual Waiver of the Non-manufacturer rule. This waiver will allow small businesses to offer the product of a large business manufacturer for this procurement only.
