- This Request for Information (RFI) is issued for information and planning purposes only and does not constitute an offer by Battelle to fund, as a whole or in part, the opportunities referenced herein. This RFI does not represent a pre-solicitation synopsis or a solicitation and does not constitute a request for proposal or request for quote. Battelle will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Any response received will not be used as a proposal or quote. The responses to this RFI will be reviewed by Battelle and may be used to develop requirements for future needs. OVERVIEW The NGFP Operations and Recruitment Application (NORA) will be a single unifying enterprise technology for the management and execution of the NNSA Graduate Fellowship Program (NGFP). Each year, NGFP recruits hundreds of candidates who must be screened, interviewed, and hired for this year-long fellowship-these tasks are currently managed by an online platform. Managing a platform this size has become cumbersome and, due to the continued expansion of the program, has required development of several specialized tools. In-house development is no longer feasible and outside technology appears to be sufficiently advanced to address the needs of the program. From a high level, NORA's key functions will be to collect, process, and store data in a meaningful way that will help the program efficiently manage and move fellows through each stage of the fellowship. Responses to the RFI should address the needs stated below while providing additional input in areas that may not be currently considered by the program, where appropriate. Information Requested Information requested from potential Offerors is part of market research to identify interested parties who can meet the technical specifications and to identify preliminary design recommendations for a new enterprise-level web platform. Please address each specification, providing the most detailed information available for each requirement on your capability to meet the specifications. Please provide your questions or need for further information as well as your expression of interest to Kerry Bass, Kerry.Bass@pnnl.gov Technical, budgetary, and delivery information are requested to answer the following: Task 1: Design, develop, and maintain a website with the following services via a single web-based non-proprietary, commercial-off-the-shelf, and/or open-source platform: - Customer Service Management: collect, process, and store data about individuals, events, and organizations for recruiting new candidates. - Human Resources Management: collect, track, and verify information and feedback from application to hiring. - Scheduling Tool: collect availability, schedule, and execute hundreds of virtual interviews simultaneously with multiple stakeholders, candidates, staff members, and interview locations. - Communication Platform: distribute information and connect with individuals and organizations via email, phone, text, and video conference. - Visibility: be both the public facing and internal web platform for NGFP. Task 2: Experience - Indication of interest and all contact information for any resultant Request for Proposal. - Description of current experience, knowledge, and capabilities directly applicable to the delivery of enterprise, data management, web technology development, or similar work. - Information concerning current installation for platforms similar to that specified. - Brochures and other information providing descriptions of platforms, pricelists, etc. for similar equipment previously produced. Task 3: Design - Clear and concise discussion of each specification, identifying preliminary design recommendations, potential specification improvements, security measures, testing procedures, and any other information considered relevant to potential final design. - Delivery plan to deliver product after receipt of order. Task 4: Budgetary - Estimated budgetary costs for meeting a 2-year warranty, continued development costs, and estimated out-year maintenance costs for years 3-5. Task 5: Quality Assurance The following software quality assurance (QA) activities shall be conducted for software development: 1. Establish configuration management: a. Product versions can be uniquely identified b. Specific versions of deliverables can be reproduced (software, data, and information product deliverables). c. Unintended and/or conflicting changes are prevented. d. Unintended use is prevented. 2. Identify and document software requirements (features). Involve PNNL in the review process of these requirements. 3. Document the design of the software to the software requirements. a. Establish coding standards and conventions. 4. Verify and validate the software requirements through software testing. a. Document test cases and results. 5.
