- Notice of Intent: Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award a sole-source contract to L-3 Global Communications Systems (L3 GCS), 7640 Omnitech Place Victor N.Y 14564 to provide repair of equipment required to sustain the Special Operations Forces Deployable Node- Lite (SDN-L) System. This equipment must meet configuration management criteria as catalogued by the Defense Logistics Agency. L-3 GCS is the manufacturer and authorized repair facility for the faulty materials identified for repairs. This will ensure materials remain 100% compatible with currently fielded SDN-L systems and protect L-3 GCS proprietary rights for the materials. Equipment is currently at the GCS facility where it recently underwent test and inspection to identify needed repairs. The authority for soliciting from a single source is FAR 13.106(b)(1). The Government anticipates the award of a Firm-Fixed-Price purchase order. The proposed contract action is for supplies and incidental services for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106-2. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
