- Project No. 542-14-104 Construction Phase Tree Management & Sidewalk Systems ACQUISITION INFORMATION: THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. Service Disabled Veteran-Owned Businesses (SDVOSB) must be verified by The Center for Veterans Enterprise, (CVE). This acquisition is conducted in accordance with FAR Part 36 & 14, Invitation for Bid (IFB). Project 542-14-104, Tree Management & Sidewalk Systems: The Contractor shall furnish all administration, labor, equipment, materials, supplies, travel, supervision associated with renovating and repairing all annotated areas within the drawings and specifications throughout the Coatesville VA Medical Center Campus. Work for the Tree Management and Sidewalk System includes, but is not limited to, the following: Tree Management: Remove, prune, and/or fertilize existing trees for the Oval #1 area. Tree removal includes removing the stumps. Landscape Improvements: Provide and plant trees, shrubs, perennial, and ground cover. Sidewalk Improvements: Replace most of the existing concrete sidewalks within the Oval #1 courtyard. To meet current VA accessibility requirements, some of the sidewalk system replacement requires the installation of new ramps. Basketball Half Court: Provide pavement markings and adjustable basketball goal. New Smoking Shelter: Remove existing and provide new smoking shelter. Drainage Improvements: Grade select areas of the Oval #1 courtyard and modify existing and provide new drainage system components. Storm Management: Complete confirmation infiltration testing. Provide raingardens and infiltration trenches. Complete soil amendment restoration. Erosion and Sediment Control: Provide and maintain erosion and sediment control measures for the project. Site Restoration: Restoring existing surfaces, structures, and items disturbed by construction work required for the project. NPDES General Permit: Obtain coverage under the NPDES General Permit as a co-permittee and provide all work to comply with permit requirements. Other Work: Provide other work specified and shown on the drawings. Additional Work: Remove and recycle 1250 cubic yards of masonry, concrete, and asphalt debris and remove and recycle an additional 80 cubic yards of tree debris co-located at the T21 laydown yard of the CVAMC campus The solicitation documents and drawings will be available for download from the website https://www.fbo.gov on or about February 13, 2019. Information concerning the pre-bid site visit will be included in the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the contractors mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Bidder s Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. In accordance with VAAR 836.204, the magnitude for this procurement is between $1,000,000 and $2,000,000 and NAICS Code 236220 with a small business size standard of $36.5 million. Information concerning Bid Due Date/Bid Opening Date will be included in the solicitation. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of FY19 funds. The maximum time for completion of the project is 180 calendar days after receipt of Notice to Proceed. To be considered for award, all prospective contractors MUST be registered in the System for Award Management (SAM) Database at www.sam.gov, MUST be in compliance with VAAR 819.7003 and meet the CVE SDVOSB verification requirements per www.vetbiz.gov, and MUST meet OSHA/EPA requirements.
