- The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with GE Medical Systems Information Technologies, Inc. for service on the GE Sitelink (per attached SOW) with the Iron Mountain VA Medical Center, Wisconsin. GE Medical Systems Information Technologies, Inc., is the only vendor capable of providing service to their proprietary system. This procurement is being conducted in accordance with FAR 12 & 13 Single- Source Award Justification for Simplified Acquisitions Procedure and no other vendor will satisfy agency requirements. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 10:00 AM (CST) February 14, 2019. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, Lori.Eastmead@va.gov. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Office will proceed with the sole source negotiation with GE Medical Systems Information Technologies, Inc. STATEMENT OF WORK (SOW) 1. Scope: Provide a service contract for GE SiteLink for the Oscar G. Johnson VA Medical Center, 325 East H Street, Iron Mountain, MI, 49801-4760. The overall scope is to provide the means for a healthcare technician located at the Milwaukee VAMC to be able to remotely monitor the vital signs of patients located at the Iron Mountain VAMC in real-time. To further define this, the requirement is to provide a turnkey solution using the facility s existing GE SiteLink network and extend it to the Clement J. Zablocki, Milwaukee VA Medical Center (VAMC), 5000 W. National Avenue, Milwaukee, WI 53295-0001. The base year of the contract shall be to refresh portions of the facility s existing GE network infrastructure to ensure optimal performance, as well as install GE network requirements at the Milwaukee VAMC. The 4 option years (if exercised) are to capture the recurring monthly service agreement requirements. All work must be planned and coordinated with the Contracting Officers Representative (COR). Deliverables include an initial kickoff call, project management plan with timeline (for base year hardware installation), and weekly progress calls. 2. Background The Oscar G. Johnson (Iron Mountain) VA Medical Center ( facility ) has an agreement with the Milwaukee VAMC. The agreement is for Milwaukee to remotely monitor the facility s patients vital signs. To achieve this, the facility needs to extend its existing proprietary GE network to the Milwaukee VA using SiteLink. The facility already owns this existing technology and the proprietary GE SiteLink license. 3. Specific Tasks 3.1 Task 1 Provide GE network hardware and integration 3.1.1 Subtask 1 Iron Mountain VAMC requirements Provide, install, configure and test all items listed in number 10 Delivery Schedule below Provide kickoff call within two weeks of contract award Provide project management plan with timeline within thirty days of award Provide weekly update call for hardware/network standup 3.1.2 Subtask 2 Milwaukee VAMC requirements Provide, install, configure and test all items listed in number 10 Delivery Schedule below Task 2 Provide GE SiteLink network connection 3.2.1 Subtask 1 Provide GE SiteLink network connection Provide onsite go-live support and training in conjunction with installation/configuration/testing GE is responsible for providing the network and basic connectivity troubleshooting post commissioning. GE will provide design consultation, and shall create the SiteLink network design. GE must also archive the final design as part of the commissioning process for traceability purposes. Commissioning of SiteLink by GE is a requirement of SiteLink. Operation of CIC Pro central station across a WAN is a specific Intended Use of the device s 510K. GE must ensure and test that SiteLink was designed and implemented properly. SiteLink requires multiple VLANs: MC Real-time streaming patient data, IX Other data (e.g. print jobs, Full Disclosure requests, etc.), and Admin. The only type of data not supported by SiteLink is RX. RX data is pre-processed patient physiologic data off of the telemetry antenna system that has not reached the CARESCAPE Network and has been processed for arrhythmias. This data cannot participate on a WAN. SiteLink is jitter sensitive similar to VoIP traffic. To help prevent any dropout or bandwidth competition a dedicated WAN connection between Iron Mountain VAMC and Milwaukee VAMC must be established. To minimize the likelihood of data dropout (and/or a missed patient alarm), GE must reserve 50 kbps per monitored bed for SiteLink. If the hospital elects to collect full disclosure data on central stations located across the SiteLink (Central Side), an additional 50 kbps per monitored bed must be reserved. (GE can provide consulting as to where to collect full disclosure data based on workflow requirements.) GE must reserve 1.2X (times) the bandwidth required by the number of monitors from the calculation above. This will account for any peaks that may arise in the stream. That total must represent no more than 50% of all of the reserved WAN bandwidth. Finally, no more than 25% of all WAN bandwidth can be allocated to priority traffic (Low Latency Queuing). Network latency from monitoring device to central station must not exceed 250 ms to meet AAMI time-to-alarm requirements. The packet loss goal for SiteLink is < 1 per million. SiteLink cannot be used to connect multiple CARESCAPE Networks together across a WAN to create one larger network. Its Intended Use is to extend a single CARESCAPE Network across a WAN with only central stations located across the SiteLink. The maximum number of devices that can participate on a single CARESCAPE Network including SiteLink central stations is 1,023. Each clinical network (MC and IX) must be assigned their own classful IP Address range. IP addresses cannot overlap with other sites networks. GE SiteLink architecture shall be designed and configured to accommodate the remote monitoring of eight (8) telemetry patients simultaneously. GE SiteLink WAN uptime requirements shall adhere to these Real Time class of service measurements: Network Availability 99.99% Packet Delivery Rate 99.995% Jitter 3ms Latency (one way) 5ms Task 3 Provide Onsite Training / Go-Live Support 3.3.1 Subtask 1 Provide onsite go-live support and training Provide onsite go-live support and training in conjunction with installation/configuration/testing Task 4 Provide Warranty Subtask 1 Warranty Provide one year of product warranty for all new hardware 3.5 Task 5 Provide GE SiteLink Support Four (4) Option Years (if exercised) 3.5.1 Subtask 1 Provide annual GE SiteLink network support Provide and maintain GE SiteLink WAN connection between Iron Mountain & Milwaukee with real time uptime requirements (see 5.2) Provide GE SiteLink technical support Provide latest GE approved IOS patches, firmware and software updates for networking switches and router(s) 3.6 Task 6 General Information 3.6.1 Subtask 1 Hours of Operation a. Normal hours of operation are Monday through Friday from 7:00 am to 4:30 pm Central Standard Time, excluding national holidays. All onsite service/repairs will be performed during normal hours. b. Federal Holidays observed by the VAMC are: New Years' Day Labor Day Martin Luther King Day Columbus Day Presidents' Day Veterans' Day Memorial Day Thanksgiving Day Independence Day Christmas Day 3.6.2 Subtask 2 Costs Any charges for travel, lodging, services, manuals, tools, software, or licenses are included within this contract, and it s agreed upon price, unless specifically stated in writing to the Contracting Officer. 3.6.3 Subtask 3 Protocol the Contractor shall physically sign into (and out of) either facility and obtain a visitor s badge upon every visit. Contractor shall physically check in and out with the Contracting Officers Representative (COR) or designee while on either campus. 4. Performance Monitoring The COR shall monitor the performance of this contract. This shall be accomplished by monitoring the base installation schedule in conjunction with option year (if exercised) system uptime and support thereafter. 5. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI) No GFE / GFI requirements have been identified. 6.
