- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of Other than Small Businesses and/or Small Businesses, including VIP-Verified Veteran-Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Small Business (SDVOSB) prospective contractors relative to the North American Industry Classification System (NAICS) Code 339112 (Surgical and Medical Instrument Manufacturing). Microscope (Tomey Model No. EM-4000) is known to meet the Government s needs. The Government is requesting that Other Than Small Businesses and Small Businesses, including VIP-Verified VOSB or SDVOSB sources respond: CLIN Description of Supplies/Services Qty Unit 0001 Tomey EM-4000 Specular Microscope LOCAL STOCK NUMBER: Tomey EM-4000 1 EA Salient Characteristics for Microscope (Tomey Model No. EM-4000) Ability to view corneal endothelium with either or both cell shapes traced and structural forms displayed in different colors Touch screen interface Allows for immediate photos with auto alignment and auto shot functions Ability to take photos of each patient eye without patient having to move Ability to take photos of at least 15 points - one center and fourteen peripheral Peripheral points should include at minimum 2, 4, 6, 8, 10, and 12 o'clock on f 6mm arc Ability to measure cornea thickness Self-illuminating with LED source Wide photography range of at least 0.25mm x 0.54mm Ability to re-center shot by touching specific position on screen Ability for manual (at minimum: Core Method and L Count Method) and automatic analysis of images Ability to do dark area analysis Ability to do continuous automatic image capture Ability to add mark indicating image capture location Ability to calculate and display dark area ratio Includes built-in thermal printer Cornea thickness measurement accuracy of at least +/- 10um Analysis values to include: number of analyzed cells, cell density, coefficient of variation of cell area, standard deviation of cell area, average cell area, maximum cell area, and minimum cell area Minimum display size 10.4" LCD Weight not to exceed 22kg Dimension not to exceed 309mm W x 491mm D x 450mm H Stroke of chin rest at least 70mm Capture single eye image in at least 2 seconds Capture both eye image in at least 4 seconds Analysis result display in at least 6 seconds DELIVERY SCHEDULE All items to be delivered F.O.B. This is not a Request for Proposal/Quote or an announcement of a solicitation and no solicitation package exists at this time. Responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submissions will not be returned to the sender. VOSBs and SDVOSBs must be registered and verified in VIP for set-aside consideration. The applicable North American Industry Classification System (NAICS) Code for this requirement is 339112 and the small business size standard is 1,000 employees.
