- Sources Sought Notice: This Notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential Offerors for market research purposes. This project is to construct potable water supply pipelines to transport potable water from the 24 Area to the 20 Area potable water storage tanks. The potable water supply pipelines will replace and upgrade the existing 18 supply lines with 24 supply lines to the 20 and 21 Areas. Provide necessary waterline valves, appurtenances, and tie-ins to meet operational needs of the Southern Water System and meet applicable standards and codes. Demolish the existing elevated steel tank 20815 and replace with a new water storage facility including all associated appurtenances and piping which supplies water to the 20 Area housing neighborhood Wire Mountain II. Demolish existing booster pump stations (BPS) 20800, 20801, and 20816, and replace with new BPS as required and specified, which supply water to the 20 and 21 Areas. BPSs and water storage facility replacement will be connected to base SCADA and Unity systems via radio transmission. Restore pavements and surface features to original condition after completion of construction. Perform all work while maintaining water supply to the 20 and 21 Areas. Continuous operations can be accomplished with temporary water high-lines including bypass lines to existing water storage tanks. Environmental mitigation includes the remediation of natural and cultural resources, including jurisdictional waters of the U.S. and numerous flora and fauna species. Together with this sources sought, the Government is soliciting the views of stakeholders on the use of Project Labor Agreements (PLA). Utilize the attached Project Labor Agreement Inquiry Form. Interested parties should provide their submission no later than 2:00 PM Pacific Standard Time on March 4, 2019.
