- This is a SOURCES SOUGHT SYNOPSIS and is NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Businesses, HUBZone, 8(a), Service Disabled Veteran owned, and Women Owned Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Buffalo (LRB) and Detroit Districts (LRE), anticipates significant increases in dredging and structure repair requirements for FY19. Therefore, a market survey is being conducted to determine if the small business community has the capacity to address LRB and LRE requirements. The attached requirements table includes all anticipated navigation dredging, channel deepening, Confined Disposal Facility and breakwater repair and ecosystem restoration with dredged material along the Great Lakes. When not specifically detailed, industry should assume performance periods mainly in 2019 with some projects extending into 2020. Normal environmental and weather restrictions will apply. ACQUISITION DECISIONS WILL BE MADE BASED ON INDUSTRY FEEDBACK. SMALL BUSINESS RESPONSES ARE STRONGLY ENCOURAGED. Sources are being sought from firms with a North American Industry Classification System (NAICS) Code of 237990 with a Small Business Size Standard of $27.5M for dredging and $36.5M for all other heavy and civil engineering construction. Responses are requested with the following information: 1. Offerors' name, address, points of contact with telephone numbers and email addresses 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, Woman Owned, or 8(a) shall be indicated on first page of submission 3. Work already under contract for 2019 & 2020 with private, federal, state and local agencies 4. Aggregate bonding capability 5. A list of applicable equipment (i.e. barges, cranes, scopes, tugs etc.) and maximum weekly rates of material excavation and/or breakwater repair in linear feet assuming normal working hours and conditions 6. Specific projects your firm is interested in from the attached spreadsheet NO RESPONSES WILL BE ACCEPTED BY FAX OR MAIL. ALL RESPONSES MUST BE EMAILED to: tyrone.b.palaganas@usace.army.mil. Submittals are due no later than 12:00 (Noon EST) on 13 February 2019. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government. Limit response to eight (8) pages or less.
