Description
This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Large Business, Small Business, HUBZone, 8(a), Service Disabled Veteran owned, and Women owned Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The Bureau of Reclamation, Pacific Northwest Region, anticipates a future Time and Materials IDIQ procurement to acquire for Circuit Breaker Reconditioning. If a solicitation is released, this requirement may or may not have Brand Name requirements associated within the statement of work The Columbia Basin Project, which includes the Grand Coulee (GC) Dam as its main feature, is the Bureau of Reclamation's (BOR) largest multipurpose project. The Grand Coulee Power Office (GCPO) manages three major hydroelectric power generating plants and a pump generator plant (PGP). The GC Dam also has four switchyards used to transmit power to various customers; an 11.95-kilo-volt (kV), a 115-kV, a 230kV and a 500kV switchyard. The facilities collectively provide for power generation and transmission, irrigation, flood control, and public recreation. The GC Dam has been in operation since 1942 and has increased in capacity over time. The existing GC low voltage (LV) and medium voltage (MV) alternating current (AC) frame circuit breakers and molded case circuit breakers (MCCBs) vary in age and condition, reflecting the era each was installed in. Over the years this has resulted in an increased arc flash rating across the Project compounding the difficulty in GCPO ™s ability to work on these circuit breakers. GCPO has an untenable safety issue in the form of high arc flash danger across the Project ™s complex electrical system. Reclamation is interested in obtaining vendor feedback on the draft scope of work and labor categories in preparation for soliciting a Request for Proposal. The draft statement of work is attached The proposed contract duration will be three (3) years. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 811310 with a Small Business Size Standard of $7.5 Million. Responses are requested with the following information, which shall not exceed a total of twenty pages (page count does not include suggest revisions to the statement of work): 1. Contractors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Large Business, Small Business, HUBZone, Woman owned, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Description of capability to conduct all tasks in the attached draft statement of work. Include what locations of the statement of work your company is able to provide services for and what services can be provided. The BOR requires either a Professional Electrical Apparatus Reconditioning League (PEARL) Full Dealer Member or a PEARL Full Service Member 4. Past performance/experience on contracts of similar scopes of work or IDIQ contracts, describing no more than three (3) contracts (or specific task orders) completed within the past five years of the issue date of this Sources Sought Notice. The past performance information shall include project title, location, general description of the services to demonstrate relevance to the proposed project, the contractors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractor's name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work.
