- Description
- This action will award a firm fixed price purchase order to Rosemount Inc, Gas Division, 8200 Market Blvd, Chanhassen, MN 55317 (CAGE Code 1LQF0) to acquire a Rosemount gas analyzer to provide an upgrade of the capability of the unmanned diving operations inside the unmanned hyperbaric chambers at NEDU. This acquisition will be conducted using simplified acquisition procedures with a total estimated value of $34,000.00. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY19 OMN funds. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B). The equipment is being acquired as new equipment to meet testing requirements of unmanned diving operations at NEDU. Manipulation of certain components of diving equipment while testing under pressure is critical for collection of the data points required to fulfill NAVSEA testing requirements. The Rosemount, Inc. system requested is the ONLY equipment that provides the necessary functions and is compatible with the current installed hardware and software control systems. In summary, using alternate equipment would prove costly in time and dollars to the government and to the mission. Use of another system may change or introduce new parameters that may be harmful to all diving systems tested and maintained at NEDU. Therefore, it is imperative that this particular brand of equipment is purchased. As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments' best interest to award on a sole source basis to Rosemount Inc. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, Rosemount Inc is the only source that can meet the Government's needs. This requirement will be synopsized in the government point of entry fbo.gov. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (28-JAN-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
