Description
Edgewood Chemical Biological Center, Rock Island, IL, on behalf of the Office of the Secretary of Defense, Office of the Deputy Assistant Secretary of Defense for Industrial Policy via its Manufacturing Resiliency and Assurance Office, and Industrial Base Analysis and Sustainment Program (10 U.S.C. § 2508), in conjunction with Army Contracting Command - Rock Island (ACC-RI), manages the Cornerstone Other Transaction Agreement (OTA), in accordance with 10 U.S.C. § 2371b. Cornerstone was created to "Assess and Strengthen the Manufacturing Defense Industrial Base and Supply Chain Resiliency of the United States." ACC-RI, on behalf of Air Force Research Laboratory (AFRL) intends to issue a competitive Cornerstone Initiative Request (CIR) for Radiation-Hardened Microelectronic Processor, on or after 8 February 2019, with an estimated closing date of 10 days after issuance. The CIR for this effort is restricted to Cornerstone consortium members. The CIR will solicit enhanced whitepapers for at least one (1) fixed amount OTA with incremental payments made upon completion of specific milestones. Period of performance shall not exceed 5 years. If the prototype project is successfully completed, a follow-on contract or transaction may be awarded to the participants in this transaction. The processor should implement a multi-purpose system-on-a-chip architecture with a PowerPC based book E compliant processor core and with tool support available from industry. The processor should be of monolithic construction and be available in hermetic packaging. Additionally, the processor should be a high performance, low power RISC style engine. The processor must be produced with on-shore DMEA trusted supplier accreditation. The processor core should include a seven-stage pipelined PowerPC core, which consists of a three stage, dual issue instruction fetch and decode unit with attached branch unit, with three independent, 4-stage pipelines for complex integer, simple integer, and load/store operations, respectively. The core should include a memory management unit (MMU); separate instruction and data cache units; JTAG, debug, and trace logic; and timer facilities. The CIR for Radiation-Hardened Microelectronic Processor will be communicated to the Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the membership process for their proposal to be reviewed. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement, to be awarded this OTA task.
