- Industrial Hygiene Assessment at Boiler Plant VA Medical Center Sheridan WY 82801 BRIEF SCOPE OF WORK (This is for information only) Project Scope GENERAL INFORMATION Title of Project: Industrial Hygiene Assessment at Boiler Plant Scope of Work: All employee exposure monitoring (air sampling) work must be conducted by a certified industrial hygienist (CIH: www.abih.org). All air and dust samples must be analyzed by a laboratory accredited by the AIHA (www.aiha.org). Any direct reading aerosol monitor must be calibrated per the recommendations of the manufacturer. Conduct both personal breathing zone (PBZ), and area air monitoring for both respirable, crystalline silica dust, and also total dust with metals in the heating plant boiler room air at the VAMC, Sheridan, WY. Conduct PBZ air sampling (exposure monitoring) for employees over the majority of their 8-hour work shift. Conduct the exposure monitoring for both the day, evening, and graveyard work shifts. The dusty operations include the following: When the boiler faults and goes down When the air injection blows off the internal tubes (every 240 min) When the RAL system goes down General cleanup of the area (sweeping, hose down, etc) Other activities such as performing baghouse filter tasks Conduct short term sampling for both respirable dust, and respirable crystalline silica (one sample), and also total dust and metals (another sample). These additional dusty job air samples will be conducted while the employees are still wearing the full work shift exposure monitors. The short-term monitoring could be as short as 15 minutes, or as long as one hour during these dusty jobs. These additional samples can be collected with a second person working alongside the operator, or as simulated breathing zone samples (perhaps by the CIH). Personal breathing zone air exposure monitoring for employees: Air monitoring must be conducted in accordance with the OSHA respirable crystalline silica standard (one lapel of the employee). Air monitoring for total dust and metals (other lapel of the same employee) must be conducted in accordance with NIOSH 0500 and 0600 (total weight), and NIOSH 7303 (metals). The laboratory must report results for respirable dust (mg/m3), and respirable crystalline silica in one report (mg/m3). The second laboratory report must report results for total weight (mg/m3), and also results for concentrations of eight metals in air (mg/m3), including; beryllium, chromium (hexavalent), lead, manganese, selenium, titanium, and strontium, etc. 16 PBZ air samples must be collected spanning the three work shifts for respirable crystalline silica (4-full work shift, 12-short term dusty job exposures). A media blank must also be added to this total. 16 PBZ air samples must be collected spanning the two work shifts for total dust and metals (4-full work shift, 12-short term dusty job exposures). Throughout this exposure monitoring, when appropriate, document concentrations of total dust in air with a hand-held direct-reading, aerosol monitoring, e.g., TSI AM510. Area air monitoring: Area air monitoring must also be conducted in six key locations in the boiler room throughout the same time as the personal air monitoring (6 samples for each work shift) as determined by the CIH. The area sampling locations must be chosen to confirm the path and migration of silica and metal-bearing dust throughout the heating plant, including the break and locker room. Bulk and wipe sampling: The CIH, at their discretion, may perform several wipe and bulk samples to provide additional support of air monitoring strategy and associated results. Reporting: The report must include an introduction, background, methods, results and discussion, and conclusions and recommendations. The report must include a figure depicting the sampling locations, a photo log, laboratory reports, and certificates of calibration of any field instruments. After review of the draft report, a conference call may be necessary to discuss the findings, and a final version of the document must be issued within one week after the time of response of the government. It is possible that the contractor may be asked to return to the site to present the findings of the report to VAMC staff, including the heating plant operator, the industrial hygienist, and administration. 4.
