Description
This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Buffalo, NY for the purpose of collecting information about Fire damper testing at the Stratton VA Western New York 3495 Bailey Avenue, Buffalo, NY 14215. The VA is seeking to provide for this requirement as of April 20, 2019 as a new requirement. The NAICS code identified for this requirement is 561621 Security Systems Services (except locksmiths). The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Evelyn Peguero at Evelyn.Peguero@va.gov. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business(VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. VA Western New York Buffalo, New York Request for Services - Statement of Work (SOW) FIRE DAMPER TESTING Background: As per Life Safety Codes, NFPA 80; Standard for Fire Doors and Other Opening Protectives, current edition and NFPA 105 current edition; the facility needs its fire dampers tested, operated and cleaned every 4 years. Scope: Contractor shall prepare site for testing of listed fire dampers and furnish supervision, labor, equipment and materials to perform work as required by NFPA. VA Engineering department will provide an inventory of all fire dampers that are required to be tested. Test all operable fire dampers as outlined by NFPA codes. There are 297 dampers to be tested. Contractor shall operate, clean and test every damper in accordance with NFPA 80 chapter 19. Contractor shall provide a new fusible link of equal rating if broken or defective ones are found during the inspection. Contractor shall provide report detailing: the location of the fire damper, date(s) of inspection, name of inspector, and deficiencies discovered. This report shall be provided within 14 calendar days of completion of the inspections. Contractor shall provide separate report detailing how to fix each failed damper and a cost to do the work. The report will also show inaccessible dampers and the cost to make them accessible. This report shall be provided within 14 calendar days of completion of the inspections. The Medical Center must maintain its operation 24 hours a day 7 day a week. Therefore, any interruption in service must be scheduled and coordinated with the Contracting Officer s Representative (COR) to ensure that no lapses in operation occur. It is the contractor s responsibility to develop a work plan and schedule. The schedule must detail at a minimum, the procedures to be employed, the equipment and materials to be used. The schedule must also detail the interim life safety measure to be used during the work and a schedule defining the duration of the work with milestone subtasks. Some of the work may be required to be done off hours or on weekends. These off hours must be coordinated and scheduled with the COR prior to being worked. Any unauthorized overtime or off hour work will be considered inclusive. Qualifications of Contractors: Contractor shall adhere to NFPA 80 Standard for Fire Doors and Other Opening Protectives, current edition and NFPA 105 current edition. Contractor shall have at least 5 years experience properly trained permanent staff for performing the proposed work. Contractors shall have safety training either on-the-job or classroom type. Prior to commencing work, general contractor shall provide proof that a OSHA certified competent person (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present. All employees of general contractor or subcontractors shall have the 10-hour OSHA certified Construction Safety course. Submit training records of all such employees for approval to the VA Contracting Officer prior to work. Contractors shall have and provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Security: All employees of general contractor and subcontractors shall comply with VA security management program. Motor Vehicle Restrictions: Contractor vehicles will be parked in designated areas of the campus. Request from the COR will be needed when picking up and dropping off materials and supplies, if necessary. Summary of Work: The Contractor shall provide a proposed schedule. The schedule shall be in the form of a progress chart of suitable scale to indicate the work scheduled for completion by any given date during the work period. The proposed schedule shall be reviewed by the COR. Any requirements for adjusting the schedule (e.g. to minimize disruption to the VAMC) shall be incorporated by the Contractor. Contractors shall report deficiencies that are deemed critical or catastrophic to the Contracting Officer and the COR for immediate actions. Performance Monitoring: A contractor shall supply a complete report of test results including date of test and signature of employee doing testing. Inspection and Acceptance Criteria: The COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. No invoices will be processed for payment prior to the completion of POC inspection.
