- Synopsis: This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Air Force District of Washington (AFDW), SAF Enterprise Contracting Office (PKS) intends to award a follow-on sole source contract to Wolters Kluwer Financial Services (WKFS), 100 S. 5th St., Ste. 700, Minneapolis, MN, 55402, based on the authority of the Federal Acquisition Regulation 6.302-1. This contract is planned to be awarded NLT 15 April 2019 for one base year and four option years. This contract action is for the renewal of 600 TeamMate Software licenses with product updates and telephone support. WKFS TeamMate Audit Management System software is utilized by AF Audit Agency offices, and other Federal Government Audit Agencies. The software is utilized by Government auditors for various audit projects including risks assessments, scheduling, planning, execution, review, report generation, trend analysis, committee reporting and storage. TeamMate integrates Microsoft Office applications, PDFs, and allows use and viewing of historical TeamMate files. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. Any offerers responding to this notice must provide evidence of capability to perform the above requirements. Potential offerers will be required to submit a Statement of Capability (SOC). The SOC shall include the following information: (1) Core Competencies: (a) Design and Development of unique auditing components. (2) Past Performance: List past customers within the past three years for whom your company has done similar work. (3) Differentiators: Identify what makes you different from your competitors and how it benefits the Air Force Audit Agency. (4) Confirm that potential offerer's software can read and write on TeamMate files. Potential offerers shall limit the SOC to 5 pages. Interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement within seven days after date of publication of this notice. An Ombudsman has been appointed to address concerns from offerers or potential offerers. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning the acquisition should not be addressed to the Ombudsman, but rather the POC identified below.
