Description
The Centers for Disease Control and Prevention intends to award a two year, (2 one year periods) sole source, time & materials purchase order to Health Research and Analysis, LLC (HRA) to replace the final two option periods on the firm-fixed price purchase order 200-2016-F-92339. Purchase Order 200-2016-F-92339 is for Health Program Evaluation (HPE) services for the World Trade Center Health Program (WTCHP). HRA has taken the primary role in conducting an ongoing and comprehensive program data analytics and support the WTC Health Program Administrator in making informed decisions to ensure efficiency and integrity of the program. This requirement was solicited in 2016 as a small business set aside, and awarded as a firm-fixed price purchase order. The nature of the work performed under this requirement makes it difficult for both the program and the contractor to, on a firm-fixed-price basis, have the flexibility to handle the varying size and scope of evaluations that may be required which do not always adhere to a set schedule. A time & materials based purchase order for this requirement will allow the CDC and the contractor more flexibility in completing evaluations due to the size and complexity of each evaluation not being similar enough to price on a firm-fixed basis. A new contractor would be required to not only learn about the work performed in this highly complex, limited coverage health care program, but also to review the evaluations performed by the current contractor to assure they are consistent with the work already performed.
