- Edgewood Chemical Biological Center (ECBC), Rock Island, IL, on behalf of the Office of the Secretary of Defense, Office of the Deputy Assistant Secretary of Defense for Industrial Policy via its Manufacturing Resiliency and Assurance Office, and Industrial Base Analysis and Sustainment Program (10 U.S.C. § 2508), in conjunction with Army Contracting Command - Rock Island (ACC-RI), manages the Cornerstone Other Transaction Agreement (OTA). Cornerstone was created to assess and strengthen the manufacturing defense industrial base and supply chain resiliency of the United States (U.S.). The ACC-RI, on behalf of ECBC and the Deputy Assistant Secretary of Defense Research and Engineering, intends to issue a competitive Cornerstone Initiative Request (CIR) for Radiation-Hardened Electronics, on or after 25 January 2019, with an estimated closing date of 10 days after issuance. The CIR for this effort is restricted to Cornerstone Consortium Members. The CIR will solicit enhanced whitepapers for at least one (1) fixed amount OTA with incremental payments made upon completion of specific milestones. Period of performance shall not exceed 24 months. If the prototype project is successfully completed, a follow-on contract or transaction may be awarded to the participants in this transaction. Electronic components used in strategic and space missions have unique requirements such as the ability to operate and survive in harsh radiation environments. This prototype effort will provide the Department of Defense the ability to characterize the performance unique approaches to Radiation-Hardened Electronics, and provide advanced, trusted, and reliable hardware to support strategic and space missions. By seeking innovative solutions that include either (1) radiation-hardened by design techniques, components, and/or intellectual property and (2) unique approaches to developing radiation-hardened by process capabilities at or below the 90-nm technology node, the Government will be able to achieve key elements of the National Defense Strategy. The CIR for Radiation-Hardened Electronics will be communicated to the Cornerstone Consortium and companies with pending applications via email. Entities must be members of the Cornerstone Consortium, with a signed Cornerstone Consortium Management Agreement, to be awarded this OTA.
