Description
Please note that this is NOT a request for quotes or proposals. The Government is seeking Information for market research purposes only. The Department of Veterans Affairs, VISN 2, Network Contracting Office (NCO2) for James J. Petters VA Medical Center, 130 West Kingsbridge Road, Bronx, NY 10468 is currently conducting a market survey for firms capable of providing the following: Maintenance and services for MIRB (Medical Institutional Review Board) software for VISN2 sites - Manhattan, Bronx, Northport & East Orange. Maintenance services include: Phone support (calls returned within 1 business day); Email support (emails returned within 3 business days); Bug fixes and minor functional changes, as needed, based upon requests; Migration of MIRB database to the latest installed versions of SQL Server; Conversion of the MIRB application to Access 2016 (Office 365); Data extraction services from MIRB SQL Server Database to Excel spreadsheet(s), for: Data migration to another database solution and/or Data archival. The MIRB software is installed at the Manhattan, Bronx, Northport and East Orange facilities. MIRB is an existing database consisting of a front-end application that has been developed in conjunction with VA Research departments. The software is required at all facilities that have Research committees and is utilized as such below. MIRB software is used for documenting VHA Research department studies in all applicable fields. Such studies may be clinical trials of drugs, devices, behavioral studies, opinions or attitudes, or studies of how health care is delivered and might be improved. The purpose of this MIRB review software has been to assure that appropriate steps are taken to protect the rights and welfare of veterans participating as subjects in Research department studies. MIRB is used for protection of veterans by reviewing research protocols and related materials; assessing the ethics of this research and its methods; and ensuring informed, voluntary participation by veterans who must be capable of making such decisions. Data storage and calculation should be performed at vendor site. Data retrieval and entry should be done at VA VISN3 site. The North American Industry Classification Systems (NAICS) is 541511 Responses to this notice must be submitted in writing via email and must be received not later than Thursday January 24, 2019 4:30 PM EST. No telephone inquiries will be accepted. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 541511. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities for which you have provided services to, proof of capably, certification. DUNS number, address, point of contact and social-economic category (ex:SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business). If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM), formerly CCR (see internet site: http://www.sam.gov). Responses to this notice must be submitted in writing, and received not later than Thursday January 24, 2019 4:30 PM EST..
