Description
Synopsis: This announcement constitutes a Sources Sought Notice. THIS IS NOT a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision to perform Grounds and Maintenance Service at the Marietta National Cemetery, 500 Washington Ave, Marietta, GA 30060. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 561612- Security Guards and Patrol Services. The Small Business Size Standard is $20.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to these sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this source sought synopsis. Description: Scope of Work for Grounds Maintenance Services: GENERAL INFORMATION: This is a service contract for cemetery facilities maintenance services at Marietta VA National Cemetery, Marietta, GA 30060 and hereafter referred to as Cemetery. The overall responsibility of the Contractor is to plan, coordinate, organize, manage, and perform the activities described herein, which are required to maintain an acceptable appearance of the cemetery grounds. BACKGROUND: The Marietta National Cemetery is located at 500 Washington Avenue, Marietta, GA 30060, Georgia. The cemetery is comprised of 23.3 acres surrounded by a stone wall. The cemetery contains the remains of approximately 19,035 veterans, spouses and dependent children. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred there. For this reason, strict adherence to the specifications is required as well as National Cemetery Administration standards. DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, vehicles, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Marietta National Cemetery in a manner that shall maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. Services include, but are not limited to maintenance of grounds, regular mowing all areas inside and outside of wall up to the road, use of push mower when necessary, weed eating/trimming inside and outside of wall, removal of leaves and debris, as well as, sweeping or blowing off roads and sidewalks, maintenance of gravesites and headstones, and the alignment and cleaning of headstones/markers, headstone/marker installation and maintenance, turf maintenance, plant and tree maintenance, sunken grave repair, grave excavation and backfilling, trash removal, removal of flags for Memorial Day and removal of wreaths for Wreaths Across America. The drainage ditches are kept clean and free from trash, debris, plant growth, and any matter of moss or algae formation. Care and maintenance of the Rostrum area to include the wisteria vines/structure. Providing top soil & quarter down for graves as well as removal of spoils & debris. Floral removal from graves. Working Memorial Day weekend programs and Wreaths Across America Program. Raising and lowering of the Flag when notified by the Director/COTR when situations occur (dates/times could be outside normal M-F work schedule). All work shall be done during normal Federal workdays in daylight hours. The exceptions are Memorial Day weekend, other special days as requested by the Contracting Officer's Technical Representative (COTR). The Contractor shall be responsible for: Providing all grounds maintenance services including, but not limited to: Maintenance of grounds, regular mowing, weed eating, removal of leaves and all tree debris, as well as, sweeping or blowing off roads and sidewalks, flower, and trash removal. Turf Maintenance: Proper fertilizing, weeding, sodding and seeding of turf. Repair of all bare spots/lack of turf. Check with COR to ensure that all areas are covered. Turf surrounding a headstone/marker is trimmed to its recommended height. Plant and Tree Maintenance. Maintenance of gravesites and headstones. Headstone/marker cleaning and maintenance. Headstone/marker Receiving, Setting, and Alignment within required time limits. Sunken grave repair. Provide irrigation/water services to cemetery grounds to include labor and materials (cemetery owned water-wheel/hoses), inclusive of water. Grave excavation and backfilling. Removal of flags, flower vases and containers. Removal of wreaths from gravesites. Provide a safe working environment for contractor, as well as, cemetery staff. Clean and organize maintenance building. Rostrum Area maintenance. Maintaining roadways, curbs, drain grates, walks and paved areas, and drainage ditch free of all debris. Maintain all shrubbery, trees and plant material. Maintain Interment Shelter area daily. Maintain support structures on outer wall, and any fallen rocks from wall. Maintain all metal wrought iron and all signage in fresh paint as needed. Provide top soil & quarter down, crushed rock, for all interments, as well as maintain spoils area to include removal of all spoils from grounds & trees in a timely fashion. Provide complete interment services for veterans & family members being interred in the cemetery. Provide disinterment services when necessary. The use of a funeral industry casket lowering device shall be used on all casket interments. Contractor shall use planking/mud tracks/boards to get into burial areas during wet/muddy conditions. Contractor shall insure the correct casket/urn is placed in the correct gravesite. Support Services for Special Events such as Memorial Day and Wreaths Across America. Be prepared to support other ground maintenance requirements as may be necessary due to storms, emergencies, operational or directive changes, or as determined by the CO to be within the SOW. Repairing bare areas where no sod is located, usually where mowers create turn around spots. Maintaining a moderate speed on riding mowers to prevent unnecessary damages to headstones, especially when visitors are present.
