Description
The U.S. Nuclear Regulatory Commission (NRC) is issuing a presolicitation notice for a requirement entitled, "MAINTENANCE OF NUCLEAR REGULATORY COMMISSION (NRC) COMPUTER CODES III (MONC-3)." The NRC intends to issue an noncommercial Indefinite Delivery/Indefinite Quantity contract for providing expert support in providing the NRC with TRAC/RELAP Advanced Computational Engine (TRACE) code and model development, and improvements, as well as configuration control, correction of code errors, documentation updates, and user support to the NRC, its contractors, and members of Code Applications and Maintenance Program (CAMP) and the domestic User Support Group for TRACE. The contractor shall provide configuration control, correction of code errors, code maintenance, documentation updates, and user support to the NRC, its contractors, and members of CAMP and the domestic User Support Group for RELAP5. TRACE is a three dimensional (3D) code capable of modeling the reactor core and includes 3D kinetics. It is the result of the consolidation of several earlier thermal-hydraulic (T/H) and neutronics codes. RELAP5 is a one-dimensional (1D) best-estimate T/H code that is primarily used for small-break loss of coolant accidents (SBLOCAs) and other transients. In addition the contractor shall maintain the NRC Reactor Safety Databank, provide CAMP program management support, and organize and conduct TRACE and/or RELAP5 training workshops to NRC staff and external code users. The period of performance will be a total of five years. The North American Industry Classification System (NAICS) code for the services required is 541690 for "Other Scientific and Technical Consulting Services." The small business size standard is annual receipts for the preceding three fiscal years not-to-exceed $15M. Request for Proposal (RFP) No. 31310019R0008 will be posted on, or about, February 5, 2019 as full and open competition FAR Part 15. Closing date for receipt of proposals will be on, or about, 30 days thereafter. RFP No. 31310019R0008 will be distributed solely through the FedBizOpps website, http://www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents, as appropriate, will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (541690 listed above) to this acquisition must be in vendor's SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. Vendors may register for SAM online at www.sam.gov or by calling 1-866-606-8220. In accordance with FAR 4.1102, offerors are required to be registered in SAM.GOV at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.
