- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95019Q00055 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5- Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, dated October 26, 2018. (iv) The associated NAICS code is 334516 and the small business size standard is 1,000 employees. This requirement is set aside exclusively for Small Business. Description (v) NCATS seeks to purchase a septum cap removal system, the Univo Electric Decapper or brand-name equal decapper. An electric decapper automatically removes caps from multiple storage tubes simultaneously and eliminates the stress of manual decapping. The specific brand-name product information and salient characteristics are as follows: Name: Univo Electric Decapper DC480 Quantity: One (1) Manufacturer: Micronic Product Code: MP3500 Salient Characteristics • No adapters required • Decaps 96 caps in 8 seconds • Friendly user interface for an easy selection of tube size • Can utilize a voltage range of 115-230V • CE-approved and conform UL • Operates stand-alone or in a fully automated environment • Remote controlled via RS-232 serial connector with DB9 connector • Compatible with the complete Micronic range of 96-format tubes up to 1.40 mL • Also compatible with ThermoMatrix brand of tubes and caps • Includes a warranty of at least three years (vi) Delivery is to occur within three (3) weeks after receipt of order. Delivery shall be made to the below address with FOB Destination. A specific point of contact will be indicated on the purchase order. National Center for the Advancement of Translational Sciences 9800 Medical Center Drive Rockville, MD 20850 (vii) The Government plans to award a contract resulting from this solicitation. The resulting award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: Technical Capability, Past Performance, and Price. (viii) The anticipated award date is Tuesday, January 29, 2019. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, product or catalog number(s); product description; what the warranty covers; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations.
