Description
The Veteran s Administration (VA) Office of Research and Development, Service Area Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Vision Research based in Wayne, NJ. The equipment is required at the the Atlanta VA Medical Center in Decatur, GA. George Washington University Center for Genomic Epidemiology based in Washington D.C. The requirement is to provide one high-speed camera system in accordance with these specifications and salient characteristics: Line Item # Part/Stock # Description Qty Unit 1 VRI-LAB320-12GB-C Phantom Miro Lab320, Color 12 GB Memory, 12-bit, 1US. (Or an item with specifications equal to, or better than, outlined in the salient characteristics) 1 EA 2 VRI-MNT-MIRO-C-OPT Kit, Lens Mount option, use C-mnt instead of F-mnt for miro M-series. (Or an item with specifications equal to, or better than, outlined in the salient characteristics) 1 EA 3 VRI-CINEFLASH-240GB Kit, Phantom Cineflash Memory Module, 240 Gb. (Or an item with specifications equal to, or better than, outlined in the salient characteristics) 1 EA System shall be able to capture images at a frame rate equal to or higher than 4000 fps. System shall be able to detect a spatial movement of less than 0.25 cm from five feet away at the 4000 fps frame rate. System shall be able to capture a field of view of at least 5 feet wide during these imaging conditions. System shall be equipped with internal memory greater than 12 GB. System shall be able to support USB 3.0 transfer of data from camera s RAM to non-volatile storage. The requirement will take place at a VA facility Decatur, GA. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the contracting office no later than Tuesday, Jan 22, 2019, (10:00 AM, EST). Interest, to include a capability statement explaining how the potential offeror may fill the requirement may be sent electronically to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement will be based upon the responses to this notice is solely within the discretion of the Government.
