- Synopsis: This announcement constitutes a Sources Sought Notice. THIS IS NOT a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision to perform Unarmed Security Guard Services at Memphis National Cemetery, 3568 Townes Ave, Memphis, TN 38122. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 561612- Security Guards and Patrol Services. The Small Business Size Standard is $20.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Description: Scope of Work for Guard Services: PURPOSE: To provide security at Memphis National Cemetery, 3568 Townes Avenue, Memphis, TN 38122 for weekends, holidays and weekdays. RESPONSIBILITIES: Contractor shall be required to supply all materials, uniforms, transportation (car or truck), and labor to fulfill Security Service requirements with unarmed security guard(s). Guard services shall be needed for all days, Monday through Sunday, including all Holidays, for all hours of each day. CONTRACT SPECIFICS: This solicitation will result in a Firm-Fixed Price Contract. Contract period is for a base period (Date of Award to September 30, 2019) with four (1) one-year options if exercised. Units and services to be in accordance with the Scope of Work, terms and conditions, contained in this solicitation. The offers shall include a price for each Contract Line Item Number (CLIN), a total price for the estimated quantities, and a sub total price for all estimated services in the contract base period and each option year. Unit prices shall be all inclusive containing (unit prices for materials, unit prices for labor, any labor burden or fringes, any associated travel costs, profit, overhead, and of the like). PROCEDURES: The security personnel shall be at the premises to provide one unarmed security The security personnel shall patrol the cemetery grounds and buildings (exterior only) at least once every hour. When visitors are present, the guard is responsible for their safety. Security guard will physically inspect all buildings to ensure that no vandalism, loitering and unauthorized visitors are in the cemetery. If trespassing violation occurs during patrolling shift, Cemetery Director will be immediately called for follow-up actions. Possible charge for felony trespassing may be pressed against those individual/individuals. Security guard will observe cemetery grounds, headstones, and facilities for possible forced entry, theft, or vandalism. Any damage to the facilities, grounds, etc., will be reported to the COR. Steps in reporting emergencies or operational concerns will be provided to the contractor along with POC names and phone numbers. The security personnel shall have access to the outside restrooms. Security guard will be responsible for communication devices. No other access to buildings will be provided. Shift Schedules should be forwarded to the cemetery office as well as list of names of security guards. Contractor shall provide at time of quote submission, copies of licenses of Class-D Security Officer License for Unarmed Security of the personnel performing under this requirement. Additionally, contractor shall maintain current valid licenses for the personnel performing under this requirement for the duration of the active contract performance period. Contractor shall provide English speaking personnel at all times while performing the duties of this contract. This is to ensure proper communication between parties. 5. IDENTIFICATION, PARKING, SMOKING, AND VA REGULATIONS: The Contractor's employees shall wear visible identification at all times while on the premises of the Cemetery. It is the responsibility of the Contractor to park in the appropriate designated parking areas. 1. The Cemetery will not invalidate or make reimbursement for parking violations of the Contractor under any conditions. Smoking is prohibited inside any buildings at the Cemetery. There is no smoking on property and a designated smoking area will be established by Cemetery Director. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court. ORIENTATION FOR CONTRACTOR EMPLOYEES: The Contractor shall be responsible to ensure that Contractor employees coming to the worksite will receive complete information on each of these subjects; Fire and Safety Project Work Schedule, Rules Pertaining to Workers, General Parameter Job Related Issues Disaster procedures All technical requirements of the project The Contractor shall be responsible to ensure Contractor employees providing work on this contract are fully trained and completely competent to perform the required work. CONTRACTOR CONDUCT: (Contractor personnel shall) Be required to adhere to the following standards of dress, conduct, supervision and training while performing work on Government property. It shall be subject to immediate enforcement action by the Contracting Officer if these standards are not adhered to during the period of performance of this contract. Contractor management shall be responsible for training and safety precautions prescribed by OSHA regarding safety equipment and devices. Be fully clothed at all times, to include upper garment to cover body from the waist to the neck and long pants or slacks. Garments, which have a message, slogan or printing of any kind other than the Contractor s business attire, are prohibited. Uniforms are acceptable. The Contractor shall maintain a neat and professional appearance throughout its workforce, vehicles, equipment, and maintenance areas. If uniforms are used, they must be in unison among all employees. Security personnel will behave with appropriate decorum, courtesy, and respect while within the cemetery or at its perimeter or entrances. Shouting, cursing, angry outbursts, sleeping, intoxication, unsafe driving, and criminal acts of any kind will not be tolerated and shall be cause for immediate removal from the cemetery. These actions could jeopardize any future contract or renewal of current contract. The contractor will ensure all motor vehicles used in this contract meet state safety, licensing, registration, and insurance requirements. All contract personnel operating vehicles will have a valid driver's license. Playing radios and/or electronic games/devices shall only be done at lunchtime and in a designated break area. Due to the sensitive mission of the cemetery, Contractor employees will come into daily contact with grieving individuals, therefore Contractor employees will exercise and exhibit absolute decorum, courtesy and respect while within the cemetery or at its perimeter or entrances. Inquiries from cemetery visitors shall be politely referred to Government cemetery staff. Gratuities of any kind are strictly prohibited. Consume food and beverage only within areas designated by the COR(s). Intoxication and violence or criminal acts of any kind will not be tolerated and will be cause for immediate removal from Government property. Use or sale of intoxicating beverages and/or drugs is strictly prohibited, and use of tobacco products is only allowed in specific areas designated by the COR. Contractor employees shall only take breaks/rest periods and lunch breaks at the designated area. Misconduct shall form the basis for immediate contract enforcement action, to include immediate removal from the cemetery. All Contractor employees shall park only in the COR approved area. Contractor Staging Area identified for this project. Workers are not allowed to park throughout the cemetery grounds, and violation of this requirement shall form the basis for immediate contract enforcement action, to include immediate removal from the cemetery. The Contractor shall be responsible to ensure that his/her employees (including contractor s consultants, subcontractors, etc.) are aware of all the terms and conditions set forth above in this solicitation package regarding their performance and conduct during the performance period of this contract.
