Mark Ferguson_______ Mark Ferguson, Contract Specialist Department of Veterans Affairs Program Contract Activity Central (PCAC) - St. Louis, MO 314-894-6656 x 65116 Mark.Ferguson@va.gov Title: VHA Medical Emergency Radiological Response Team (MERRT) Radiation Emergency Assistance Center/Training Site (REAC/TS) Scope of Work: The contractor shall provide all labor, supervision, materials and other resources required to deliver on-site instructor Emergency Radiological Accident Victim Training for up to 40 Veterans Health Administration Medical Emergency Radiological Response Team (VHA MERRT) members. Purpose of this training is to develop the skills and demonstrate the ability to coordinate and conduct response and recovery activities in response to a radiological emergency incident. The VHA MERRT and the VHA Office of Emergency Management (OEM) shall train on the ability to coordinate the mobilization, housing, and utilization of Federal assets, personnel and other means of support with State and local agencies during an incident. The objective of this course is for the VHA MERRT to gain familiarization and skills with emergency radiological deployment equipment, learn principles of advanced radiation disaster response, and to be updated on current OEM deployment protocols. The goal of this course is for the VHA MERRT to gain training in radiological/ nuclear treatment modalities from a radiological dispersal device, radiological emitting device, or nuclear power plant accident and to ensure the VHA MERRT is ready to support nuclear incident around the globe, as needed. Course Objectives: Identify MERRT Equipment Deployment of MERRT Equipment Determine radioisotopes that could be present in a field environment Utilize proper protocols based on situation evaluation Maintain MERRT Equipment for field use MERRT Operations Training Based on requirements outlined in the National Response Framework https://www.fema.gov/media-library-data/20130726-1914-25045-1246/final_national_response_framework_20130501.pdf and the Nuclear/Radiological Incident Annex https://www.fema.gov/media-library-data/1478636264406-cd6307630737c2e3b8f4e0352476c1e0/NRIA_FINAL_110216.pdf Course Goals: Educate medical practitioners in advanced radiation medicine diagnosis and treatment as well as learning about current research Medical management of complex radiological cases Interagency shared response training (Dept of Energy, and VHA) Background: VHA, Employee Education System (EES) is the largest provider for employee education services. As a recognized leader and trendsetter in education, EES delivers the highest quality instructional programming to meet customer expectations. Face-to-face conferences/workshops are but one means of meeting the educational needs of VHA employees. For this project, the VHA MERRT, which operates under the VHA OEM, was developed to meet the requirements of Executive Order 12657 and Presidential Decision Directive 39. The VHA MERRT is comprised of VHA Physicians and Health Physicists who deploy as a team to supplement an institutional medical care provider in response to an accident or terrorist incident involving nuclear or radiological contamination. The VHA MERRT supports the National Response Framework (NRF) under Emergency Support Function #8 (public health and medical services) and is listed by name as an asset in the NRF Nuclear/Radiological Incident Annex (NRIA). The VHA MERRT is the only officially designated and recognized Department of Veterans Affairs (VA) response team in the NRIA. Period of Performance: March 12-14, 2019. 7. Tasks and Deliverables: 7.1 Tasks: Contractor shall provide a course on Emergency Radiological Accident Victim Training to the VHA MERRT. Training shall address, at a minimum, the following topics and exercises. MERRT Emergency Operations Course shall include, but not limited to, the following topics: Acute local and total body radiation exposure Internal and external contamination; and combined injuries Internal and external dosimetry Biodosimetry and bioassay techniques Public information management. Identify agents that could be used by terrorists Discuss the history of these agents in individual and mass exposure situations Understand the psychological impact of mass exposure Diagnosis and treatment of radiological/nuclear injuries and illnesses Radiation physics Radiation decorporation and protective pharmaceuticals Early evaluation and treatment of the acute radiation syndrome (ARS) Contamination control; and mitigating risks to patients, providers and facilities Advanced topics in the diagnosis and management of radiation-induced injuries and illnesses to include the use of cytokines, stem cells, antimicrobials, and wound care MERRT/REACTS specific operations protocols and standard operating procedures for deployments Interagency operations protocols specific to the Veterans Health Administration MERRT and the Department of Energy REACTS group MERRT Emergency Operations Course shall include, but not limited to, the following exercises: Role Playing Exercises to simulate Real world exposure treatments Hands on training exercises to familiarize equipment and uses Group Problem Solving exercises 7.1 Deliverable: The 40 VHA MERRT members shall be provided with MERRT Emergency Operations Course materials/handbooks and Accreditation Council for Continuing Medical Education (ACCME) accredited training completion certificates upon successful completion of the course.
