Description
Integrated Vegetation Management for Bonneville Unit Mitigation Lands IDIQ PRESOLICITATION SYNOPSIS NOTICE: The Bureau of Reclamation's Upper Colorado Regional Office anticipates issuing Request for Proposal (RFP) 140R4019R0007 to acquire contractor services to manage vegetation and control noxious and invasive weeds on lands administered by the Utah Reclamation Mitigation and Conservation Commission (Commission) and U.S. Bureau of Reclamation (Reclamation) for the Bonneville Unit of the Central Utah Project (CUP) in and around central and northeastern Utah. Titles III and IV of Pub. L. 102-575 as amended (Central Utah Project Completion Act; or CUPCA) establish and authorize the Commission to complete the fish, wildlife and recreation mitigation and conservation program for the Bonneville Unit of the CUP. Mitigation lands or easements require management, development, and operation and maintenance to provide effective long-term mitigation and conservation. Noxious weed and invasive species plant control is a key method for helping to achieve desired fish and wildlife habitat outcomes and improved biological diversity and productivity of native ecosystems. This IDIQ contract is intended to provide contractor services to manage noxious and invasive weeds and undesired vegetation on lands administered by the Commission and/or Reclamation for wildlife mitigation and conservation. The size and complexity of the potential Project Areas to be treated is variable; some are small and relatively simple (e.g. all similar elevation and topography) while others may consist of steep-sided uplands, stream corridors and riparian areas and wetlands. Therefore, the treatment approach may be simple or may be more complex. For those project areas where a complex work assignment is anticipated, the Commission may require an initial assessment of the project area; creation of treatment plan; and upon approval of the plan, treatment of the area. Solicitation 140R4019R0007 will be competed as a total small business set-aside. The Government reserves the right to award with or without discussions. The Government intends to award this requirement as a five (5)-year Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) task orders. If the Government does not receive an acceptable offer from a responsible small business, the Government reserves the right to award on an unrestricted (full and open competition) basis. This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal Request for Proposal (RFP). This PRE-SOLICIATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue a solicitation, nor will the Government be liable for any costs involved in submission of information in response to this notice.
