This is a SOURCES SOUGHT NOTICE ONLY. This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses, or Small Businesses (but will accept other than small business for market research purposes), capable of providing a facilitator to assist in planning the 2019 Strategic Planning Summit., for VA Personnel, i.e., Service Chiefs, Pentad Staff, and Physicians, at the Gulf Coast Veterans Health Care System located at 400 Veterans Avenue, Biloxi, MS 39531. See DRAFT Statement of Work for detailed description of Services. The NAICS code is 611430  Professional and Management Development Training and the Size Standard is $11 Million. Responses must be received by no later than 3:00 p.m. Central Standard Time, Wednesday, January 16, 2019. Responses shall be emailed to rene.impey@va.gov. Responses shall include Capabilities Statements, DUNS number, and whether the requirement is on GSA/FSS schedule or Open Market. Facsimile or Telephonic responses will not be accepted. Contract Title: Strategic Planning Summit Facilitator. 2. Background: The primary purpose of this Summit is to conduct an effective planning session that identifies key issues, produces a working action plan, and assigns responsibility/ accountability for implementing the goals This training has not been previously performed at this facility; however, it is required to assist with guiding Service Chiefs, Pentad Staff, and Physicians with the 2019 Strategic Planning Summit. 3. Scope. Teaching facilitator services is being purchased for training use by the Gulf Coast Veterans Health Care System (GCVHCS). This training will consist of an off-site training, specified in the below characteristics, by a facilitator having an extensive knowledge of the Secretary of Veterans Affairs Priorities for Strategic Actions as well as being able to relate the priorities back to the VISN 16 Strategic Plan. 4. Specifications/Characteristics: Teaching facilitator must have extensive knowledge of the Secretary of Veterans Affairs Priorities for Strategic Actions as well as: Ability to relate the priorities back to the VISN 16 Strategic Planning Committee. Must be available February 13-15, 2019, from 8:00 am to 4:30 pm. Training to be held at the Mississippi State University Coastal Research & Extension Center, Biloxi, MS. Facilitator must be able to include the design and implementation of goal setting discussions and associated activities in the development of the VA s Strategic Plan. 5. Training: Training included for 3-days off-site. 6. Delivery: Feb. 13 through 15, 2019, from 8:00 am to 4:30 pm.
