Description
The Naval Undersea Warfare Center Division Newport, RI Undersea Warfare Electromagnetic Systems Department (Code 34) has a requirement for Submarine High Data Rate (SubHDR) Antenna Pedestal Group (APG) repairs and supplies as well as SubHDR system engineering technical services as outlined in the attached draft Statement of Work. This requirement is a follow on to an Indefinite Delivery, Indefinite Quantity (IDIQ) contract awarded to BTP Systems (now Serco Inc.; N66604-14-D-3072). This procurement will be processed using FAR Part 15. The North American Industry Classification System (NAICS) code for this requirement is 334511 with a size standard of 1,250 employees. The solicitation will be full and open competition. Award will be made based on Best Value-Trade Off. The resultant contract will be a five-year IDIQ type with Firm Fixed Price, Cost Plus Fixed Fee (CPFF) and Cost CLINs. The estimated total Level of Effort for the CPFF engineering technical services is 91,000 hours. The level of Facility Security Clearance required is Secret. The level of safeguarding for classified information/material at the contractor facility is not required. Organizational Conflict of Interest Clause applies. This requirement is exempt from Section 508 Electronic and Information Technology requirements. Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. The Request for Proposal (RFP) and related files listed under solicitation N6660419R0355 will be issued electronically. Evaluation factors will be released upon RFP issuance anticipated in January-February 2019. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below. This is not an RFP. This notice shall not be construed as a promise to contract or a commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract or contracts. The Government is not responsible for any cost incurred by industry in responding to this notice.
