Page 1 of 2 Pre-Solicitation Notice The Department of Veterans Affairs (VA), Office of Construction and Facilities Management, West Region, Vallejo CA, is issuing a Pre-Solicitation Notice seeking a construction contractor for construction in accordance with FAR Subpart 36.3, Solicitation Number: 36C10F-18-R-0679 for Las Vegas Boiler Burner Replacement at VA Southern Nevada Healthcare System, at 6900 Pecos Rd, North Las Vegas, NV 89086. This procurement shall be 100 % Total Service Disabled Veteran Small Business set aside, pursuant to the set-aside authority contained in 13 CFR 125 and FAR Part 19. Interested firms should provide sufficient information to allow informed evaluation and decision to ascertain if there is enough competition to solicit this requirement as an SDVOSB set-aside. The Offeror must be a Construction Company with an approved NAICS Code 238220 Plumbing, Heating, and Air-Conditioning Contractors, Size Standard $15 million. The magnitude of construction cost for this project is between $2M to $5M. A Project Labor Agreement (PLA) will not be required for this project. The construction contractor shall provide all labor, materials, tools, equipment, services necessary for Las Vegas Boiler Burner Replacement in accordance with RFP documents for VA Southern Nevada Healthcare System, North Las Vegas, NV 89086. The contractor shall completely prepare site building operations and shall schedule a related work in a manner that does not disrupt the continuity of care of the hospital, including demolition and removal of existing structures and furnish labor and all required materials as noted in the solicitation. The construction contractor shall provide all required construction services for the project as described within the RFP document. Such services include but are not limited to: Alterations, mechanical, electrical and fire protection, pipping connections, permits, labor, materials, tools, equipment and all services that are deemed necessaries for the construction of the project. All work shall be accomplished in compliance with all applicable local, state and federal codes to include specification and drawings. The required work shall be completed within 240 calendar days from the receipt of Notice to Proceed, which includes acceptance. NOTICE TO GENERAL CONTRACTORS: The offeror must be registered in the System for Acquisition Management database at https://www.sam.gov and have a DUNS Number to download documents prior to award. Firms claiming SDVOSB or VOSB status must be registered and verified at https://www.vip.vetbiz.gov/ SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents at https://www.fbo.gov/ which will be available on or about 1/30/2019. By registering at website http://www.fbo.gov the Offerors will have access to downloading drawings, plans, specifications and amendments, which will be available in electronic format and will be notified by email of any amendments that have been issued. All solicitation related notification and amendments will be provided via SAM.gov website. Potential Offerors are advised that they are responsible for obtaining all solicitation related materials and amendments. No other alternative method of document issuance shall be provided. The prospective offeror is required to check and acknowledge all posted amendments through www.FBO.gov before delivering the proposal to the designated person, place date and time noted on the solicitation. The contract will be awarded subject to availability of funds. A Pre- proposal site visit will be scheduled separately. All prospective bidder, consultants, subcontractors, equipment and material suppliers, are invited. The location for meeting is as follows: Engineering Conference Room at VA Southern Nevada Healthcare System, at 6900 Pecos Rd, North Las Vegas, NV 89086. There will be no public bid opening. All Offerors must ensure that their firms can provide 100% Performance and Payment Bonds at or above construction cost magnitude. In addition, the Offerors will be required to submit a bid guarantee at the time of proposal submission. This proposal shall will be evaluated utilizing the Best Value, Trade -Off method in accordance with FAR Part 15. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the highest technically rated or the lowest total price proposal; and to award to the offeror submitting the proposal determined to be the most advantageous best value to the Government. Offerors are advised an award may be made without discussion or any contact concerning the proposals received. Offerors should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offeror to revise its proposal. The contract award will be made based on subject to availability of funds. Scope of Work ITEM I, BASE BID: The project will replace all the burners, burner controls and associated instrumentation, valves and ancillary equipment on the three existing four pass wetback scotch marine York Shipley Model 5112L- S4W-700-S200 700 HP firetube boilers. The boilers have the capacity to operate up to 200 psi at 24,000 lbs./hr. All boilers now operate at 100 psig and supply saturated steam to the medical center. The medical center load ranges from 6,000 12,000 lbs./hr. in the summer, to 18,000 21,000 lbs./hr. in the winter. The shoulder months are generally 12,000 15,000 lbs./hr. The new burners shall be designed to burn natural gas (10psig at the header) and use low sulfur fuel oil with propane pilot as backup to the natural gas operation. The existing burner management system and plant control panel is Hayes Cleveland Universal Programmable Automation Controller (UPAC). The boilers are equipped with a Fuel Gas recirculation (FGR) system to assist with emission control, this system shall be modified or removed depending on the requirements of the new burner. A single pass economizer mounted on top of the boiler at the stack connection shall remain in operation. The boilers are installed at 2,162 feet above sea level and shall be tuned to meet EPA and local air quality permit requirements using the following emission parameters: 15% excess air / 3% O2, < 10% opacity, 50 ppm CO, 30 ppm NOx, turn down ratio to be 10:1. Contractor shall provide a temporary portable boiler of at least 700 HP at 21000 PPH (pounds of pressure per hour). Minimum design output steam pressure of 100 psig. Contractor shall provide On-Call Maintenance of temporary portable boiler. The boiler shall connect to all utility (electrical, piping, valves, starters, control and wiring etc.) connections as necessary for turn-key operation. The Contractor shall provide boiler to all associated connections at the plant. Include any necessary engineering associated with the installation. The boiler must be capable of being stored outdoors in winter conditions. Include insulation, heat tracing, etc. as necessary.
