Description

Effective 4 May 2016, the Technical Library is updated to provide a revised copy of the Army Executive Policy guidance for the Utility Privatization program that went into effect 1 April 2016. There are two notable changes from the previous guidance (dated November 2014): 1) The delegation of authority for conveyance decisions was changed from the Director, Installation Services Directorate, OACSIM (currently, Ms. Carla Coulson) to the Director, Operations Directorate, OACSIM (currently, MG Theodore "Ted" C. Harrison). This change was made to reflect the Army's decision to transfer responsibility for the UP Program to the Operations Directorate to align the UP Program with facilities, MILCON, and energy. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (04-MAY-2016).
