- VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 Page 2 of 2 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106 1 For Over Micro Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C255 19 AP 0613 Contracting Activity: Department of Veterans Affairs, NCO 15 Leavenworth KS, Kansas City VA Medical Center 589 19 1 1792 0029 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Pyxis Medication management system Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Pyxis brand is distributed by Carefusion and through their authorized resellers. This equipment is used to store medications and or medical supplies within the VA Medical Centers. Some units also have refrigeration for the medicines that require to be stored in a temperature controlled environment. The onboard software is used to store, track, and dispense medicines or medical supplies along with the drawer/cabinet system that is included with the Pyxis unit. Since this is for medicine distribution, the onboard computers have access to patient data for prescriptions and other medical data. Currently, Kansas City VA Medical Center has several Pyxis dispensing systems and servers already in use and is tailored to the VA network. The Pyxis software is proprietary and no unauthorized reseller has access to distribute. Pyxis is not compatible with other systems on the market. It would come at a considerable cost to the Government should another brand of dispensing equipment is to be procured due to having to purchase new servers and replacement dispensing machines throughout Kansas City VA Medical Center as well as the rest of VISN 15. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by searching Vetbiz, eCMS, FPDS and GSA. Vetbiz results only showed SDVOSB and VOSB contractors that operated under the selected NAICS. The remaining queries resulted in several award actions either by Carefusion or their authorized resellers only. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b).
