Page 2 of 2 INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Department of Veterans Affairs, Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources for the Renovate Pharmacy for USP 800 Compliance project at the Fargo VA Medical Center (VAMC). This is a DESIGN-BUILD project. PROJECT DESCRIPTION: This project includes, but not limited to, the renovation of the Fargo VAMC to meet the practice and quality standards for handling hazardous drugs in accordance with the United States Pharmacopeia (USP) General Chapter 800 Hazardous Drugs Handling in a Healthcare setting. In accordance with the new guidelines, the upgrades must conform to the current process in order to accommodate the safe handling of hazardous drugs. Handling these drugs includes, but is not limited to, the receipt, storage, compounding, dispensing, administration, and disposal of sterile and non-sterile preparation of drugs. A site assessment report related to USP 800 compliance issues related to the main Medical Center Pharmacy spaces has already been developed per an assessment team consisting of architects and engineers from the in industry within VISN 23. This report can be used as a guide to assist in the development of the design for the Renovate Pharmacy for USP 800 Compliance. The Architect Engineer (A-E) will combine both the findings from the original report, and updated USP 800 compliance information. The upgrades associated with the project include the renovation of the existing spaces which include: basement level and first floor, along with other ancillary spaces as determined during design to accommodate hvac issues to meet current compliance standards of December 01, 2019.Areas include, but are not limited to the following location(s): storage areas, ante-room, compounding (buffer) rooms, and other associated existing pharmacy space. Upgrades include, but are not limited to the following items: heating, ventilation, and air conditioning (HVAC) systems and controls, low voltage systems, plumbing, fire protection, architectural, and electrical systems. PROCUREMENT INFORMATION: ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36.3 Design - Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 Million. The solicitation will be issued on or about January 22, 2019. The period of performance is approximately 277 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $2,000,000 and $5,000,000. All questions must be submitted in writing to the issuing office via email to Jason.schultz@va.gov.
