Description

The National Cemetery Administration is soliciting offers under solicitation number 36C78619R0094. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 236220 Commercial and Institutional Building Construction, Size Standard is $36.5 Million. The Contractor shall provide all labor, materials, tools, equipment, transportation and supervision to replace eight (8) overhead doors at two maintenance utility buildings at the Black Hills National Cemetery, Sturgis, South Dakota in accordance with the statement of work, drawings, specifications, and per applicable standards and requirements. The period of performance shall be 45 calendar days from start through finish after Notice to Proceed has been issued. Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation. Location: Black Hills National Cemetery 20901 Pleasant Valley Drive Sturgis, SD 57785 Project Magnitude: Between $25,000 and $100,000. A pre-bid visit by the bidder is required to get an accurate understanding of the work. All work shall be performed by a licensed full time professional with five or more years of experience in the respective trade. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. This Presolicitation Notice is used for the publication of notice for a proposed acquisition. The Contract Specialist will not be able to answer any questions to this notice until a solicitation is issued. Once the solicitation is issued, interested parties must submit questions in accordance with the instructions listed in the solicitation. Questions will be answered through an amendment to the solicitation. The electronic solicitation will be available for download from http://www.fbo.gov on or about January 7, 2019.
