Description

The United States Army Project Lead Network Enablers (PL NET E), Product Lead COMSEC (PdL COMSEC) is seeking information regarding the development, production, and sustainment of the Army's Next Generation Load Device-Medium (NGLD-M). The NGLD-M will be a Type 1 National Security Agency (NSA)-certified cryptographic key load device. The capability replaces the current key load device, the Simple Key Loader (SKL), meets the cryptographic modernization initiatives issued by NSA, and provides cryptographic product distribution through the NSA's Key Management Infrastructure (KMI). Potential offerors will be provided requirements through a draft Performance Work Statement (PWS), a Government's System Performance Requirement Specification (SPRS) developed by the PdL COMSEC team, the Army user community's Capabilities Production Document (CPD) for NGLD Family, and NSA requirements outlined in the Information Assurance System Requirements Document (IASRD) and Technical System Requirements Document (TSRD). These documents and others will be provided and attached to this RFI. The Government will consider a range of options to fulfill these requirements including full-developmental proposal strategies providing Full Technical Data Packages (TDP) and full Government data rights, to a Non-Developmental Item (NDI) without or with limited Government data rights. Offerors are encouraged to provide multiple responses. This effort will include services such as engineering and development, production, acquisition, logistics and sustainment.
