Description
Request for Information Caseflow Appeals Modernization This is a Request for Information (RFI) only. Do not submit a proposal. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. It is requested that all companies interested in participating in this effort please note their interest and address the questions outlined below. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Department of Veteran Affairs (VA) intends to set-aside this requirement for Service Disabled Veteran Owned Small Businesses (SDVOSBs). Vendors shall submit one relevant case study in response to this RFI. The case study must demonstrate recent (within the past three years) performance of tasks, detailed in the associated Draft Performance Work Statement (PWS), related to the proposed application development, performed by the vendor or any proposed subcontractor who is anticipated to be responsible for at least 30% of your proposed price.   Vendors are strongly encouraged to submit a case study that demonstrates capability to perform multiple tasks from the PWS and include where those services supported application development in circumstances similar to those contained in PWS Section 10.1 Build New Caseflow Tools and Continuously Improve Existing Caseflow Functionality.   The Case Study shall demonstrate an agile methodology and adherence to practices found within the Digital Services Playbook (https://playbook.cio.gov/).   The case study submission is limited to 3 pages in PDF Format.   Vendors must include the following details for each case study submission:   A.                       Client organization name B.                       Period of performance C.                       Vendor s role D.                       Goals and outcomes E.                       Technology solution F.                       Delivery Methodology Additionally, if interested please provide the following: Please provide a statement of all small business size status(s) your firm meets under North American Industrial Classification System (NAICS) Code 541519. If interested in this effort, would it be as a prime or a subcontractor? Please provide any government-wide or IDIQ contracts through which your firm can be accessed. Submit any questions related to the Draft PWS. RFI responses are to be submitted directly to Kelly Reale by 3:00PM Eastern Standard Time, Monday, January 14, 2019. If possible, please limit responses to 5 pages or less. Submissions shall be less than 5MB.
