- Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the design bid build Harwood Research Center Renovation Construction Project at the Providence, RI VA Medical Center (VAMC). PROJECT DESCRIPTION: Provide all labor, materials, equipment, transportation, supervision, general demolition, general construction, alterations, mechanical and electrical work, testing, and certain other items. Work includes general construction, alterations, driveway and parking, walks, grading, drainage, mechanical and electrical work, laboratory equipment, utility systems, elevators, necessary removal of existing structures and construction and certain other items. The project scope includes preparation of site for building operations including demolition and removal of existing structures, furnish labor and materials and perform work for construction and renovation of the Harwood Center for Research and connecting to the end walls of existing ambulatory care addition, with foundation and other work being contained within a medical facility. Work includes, but is not limited to, general construction, selective demolition, excavation, earthwork, special foundation work, casting concrete, steel erection, specified abatement, alterations, ceilings, partitions, doors, windows, louvers, finishes, miscellaneous specialties, signage, masonry, metals, mechanical, electrical, plumbing, fire protection, telephone and data cabling, security systems, equipment, utility systems, site work and certain other items. Work effort is to include maintaining vehicular access for Providence VA Medical Center personnel to the unoccupied Harwood warehouse building located on the site at all times unless coordinated ahead of time for necessary site work included in this contract. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of 36.5 million. The solicitation will be issued on or about January 22, 2018. The period of performance is approximately 439 calendar days from the issuance of the Notice to Proceed. This notice is NOT a request for competitive offers. The Magnitude of Construction is expected to be between $5,000,000 to $10,000,000. All questions must be submitted in writing to the issuing office via email to samantha.mihaila@va.gov.
