- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a Request for Quotation, Request for Proposal or an Invitation for Bid. It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice will not be considered as offers and will not be accepted to form a binding contract. The costs of preparing and submitting responses to this RFI will not be reimbursed by the Government. The Joint Program Executive Office for Chemical Biological Defense and Joint Project Manager for Protection are seeking to obtain a better knowledge and understanding of industry capabilities providing hot water heating,pumping, or combination of both for the operation of a Mass Personnel Decontamination (MPD) systems. Responses should include all equipment, technology or components and instructions necessary to effectively use the hot water heater, pump or the combination of both to provide a MPD system capable of running interval missions totaling 40 hours with a minimum of 4 ambulatory lanes. Responses should include as much of the following information as available: 1. Manufacturer 2. Product name 3. Estimated unit cost for a complete system 4. Product description(as applicable to component) to include: • Water source (hydrant/ bladder/ lake/) • Water pressure, flow rate and head flow rate • Power source, fuel consumption • Storage/shipping configuration • Footprint of system • Total weight • Equipment list • Manpower required to operate the system • Set up and tear down time and procedures (to include number of personnel and equipment) • Options to transport the system (include MHE or number of personnel) • Modes of operation (to include temperature settings, mitigation technology) • Operating temperature and/or environmental restrictions • Safety features (e.g. emergency shutdown) • System parameters that can be either monitored or controlled • Reliability assessment and how determined • Mitigation technology(ies) and Material Safety Data Sheets (if applicable) • Manufacturer production capability, include maximum and minimum production rates • Identify if the system is currently being used by commercial industry or government, provide names for examples of users Additionally, it is expected that the system will be ruggedized to operate in standard military operational temperatures, meet military reliability expectations and meet MIL STD 810. It is requested that vendors having systems that they believe would be suitable for a hot water heater, pump or the combination of both for Mass Personnel Decontamination operations as described herein submit hard copies and/or an electronic copy of any available product data sheets, related brochures, descriptions, price lists, technical/operator manual(s), test reports, associated Material Safety Data Sheets, or other documentation as available and deemed appropriate. No telephonic responses will be considered. This RFI is issued solely for gathering information and does not constitute a solicitation or the issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will become Government property and will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The information in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
