- PURPOSE The purpose of this Request for Information (RFI) is to gather information that will assist the Department of Labor, Office of Procurement Services (OPS) on behalf of the Office of Workers' Compensation Programs (OWCP), Division of Federal Employees' Compensation (DFEC) with determining if industry has vendors capable of providing medical services to injured Federal workers with claims (claimants) under the Federal Employees' Compensation Act (FECA) regulatory and statutory requirements. OPS will assess each vendor's response in order to determine their ability to provide the services required by the draft Performance Work Statement (PWS), provide trained, professionally-certified and qualified staff to manage the services required and assess each vendor's ability to provide a national database network of qualified and sufficient medical providers. INTRODUCTION The OPS on behalf of the OWCP is conducting market research on industry capabilities to provide directed medical examination services and a network of medical providers as prescribed within the attached draft PWS. This notification is a request for information from industry vendors regarding their interest, capabilities, and recommendations in developing a future proposal for Medical Provider Network (MPN) and Directed Medical Examination Services for the OWCP's, DFEC. This RFI will help the OPS assess whether the marketplace has vendors capable of providing the required services and whether each vendor is capable of providing trained, professionally-certified and qualified staff to effectively manage these services per the scope of work indicated in the draft PWS. In accordance with the FAR 15.201(e), RFIs may be used when the Government wants to obtain price, delivery, other market information, and capabilities for planning purposes. Respondents must identify information deemed as proprietary or sensitive. For the purposes of this RFI, the term "vendor" refers to those members of the industry providing a response to this RFI. Payment will not be provided for information obtained in this RFI, nor will it be returned. Respondents will not be notified of the RFI assessment. BACKGROUND The U.S. Department of Labor (DOL), Office of Workers Compensation Programs (OWCP), administers four workers' compensation programs that mitigate the impact of work-related injuries for specified workers, through the provision and management of medical treatment and other benefits.
