Description
The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Program Manager Soldier Weapons, is releasing this Special Notice to reaffirm the intent to award a follow-on production contract or transaction in accordance with U.S. 10 Section 2371b(f) for the Squad- Fire Control (S-FC) prototype development effort, and to clarify the magnitude of the potential follow-on production transaction or contract. The Government anticipates awarding a Section 815 prototype project under the Department of Defense Ordnance Technology Consortium (DOTC) Other Transaction Agreement (OTA) Technology Sub-objective WPN-19-34, which was competitively solicited under Request for Ordnance Technology Initiatives (ROTI) 19-01. Upon successful completion of the prototype project, the Government anticipates the award of a follow-on production contract or transaction of approximately 30,000 units to support the Next Generation Squad Weapon - Automatic Rifle (NGSW-AR) and Next Generation Squad Weapon - Rifle (NGSW-R) without further competition. Industry members, including those not part of National Armaments Consortium, who feel they can provide a solution for Squad Fire Control may provide evidence for consideration. Evidence must support the contractor's claim that they can provide a solution that addresses the DOTC Sub-objective WPN-19-34 listed below. Information received will be considered solely for the purpose of determining whether the Government can conduct a competitive procurement after completion of the prototype project, or whether it will utilize the authority of 10 Section 2371b(f). Please note that information received will not affect the selection decision under WPN-19-34. A determination not to compete this follow-on procurement based on the responses to this notice is solely within the discretion of the Government in accordance with applicable laws and regulations. The Government may determine to release a separate solicitation for the Next Generation Squad Weapon (NGSW) fire control if it is believed to be within the Government's best interests. The Squad - Fire Control's (S-FC) prototyping objective is to provide a ruggedized fire control that increases accuracy and lethality for the dismounted warfighter on the battlefield. Capabilities are achieved through integration of advanced technologies to provide a fire control system consisting of a direct view optic, ballistic calculator, atmospheric sensor suite, and laser range finder. Combining these features with an in-scope digital overlay produces an adjusted aim-point for the Soldier within the field of view. The S-FC program has been selected to fulfill the Next Generation Squad Weapons (NGSW) program's Increment I fire control requirement. The system will provide the weapon system an accurate range to target along with an adjusted aim point for the selected weapon/ammunition combination. S-FC prototypes will be provided as Government Furnished Equipment (GFE) for development with the NGSW-Automatic Rifle (AR) and NGSW-Rifle (R) programs. This is not a notice for a solicitation, nor is it a request for proposals or whitepapers. This Special Notice is to advise interested members of the National Armaments Consortium (NAC), as well as other interested members within the U.S. technology base, that the Government anticipates award of a follow-on production contract or transaction accordance with U.S. 10 Section 2371b(f) for the Squad-Fire Controls (S-FC) prototype, contingent on the successful completion of the prototype projects previously submitted, but not yet selected, under WPN-19-34. Per the memorandum issued by the Office of Under Secretary of Defense for Research and Engineering, Definitions and Requirements for Other Transactions Under Title 10, United States Code, Section 2371b, dated 20 November 2018, successful completion is defined as the written determination of the appropriate approving official for the matter in question that efforts conducted under a Prototype OT: (1) met the key technical goals of a project; (2) satisfied success metrics incorporated into the Prototype OT; or (3) accomplished a particularly favorable or unexpected result that justifies the transition to production. Furthermore, successful completion can occur prior to the conclusion of a prototype project to allow the Government to transition any aspect of the prototype project determined to provide utility into production while other aspects of the prototype project have yet to be completed. DOTC Sub-objective WPN-19-34: (U) Prototype: The prototype being developed is a physical model of squad fire control devices to evaluate the technical feasibility, manufacturing feasibility, and military utility to mature technology and manufacturing of fire control devices for the infantryman. The expected prototype deliverable quantity is 10. The feasibility of the prototype will be demonstrated/tested by both the Government and the Contractor. The prototype is applicable to M4A1 Carbine, squad designated marksmen - rifle, and Next Generation Carbine. (U) Requirement: The Government is seeking proposals for the development of ruggedized advanced fire control devices. Prototypes shall build upon an already developed fire control solution that is at a Test Readiness Level - 7. The Government defines TRL-7 as successfully completing a System prototype demonstration in an operational environment. The prototype shall be near or at planned operational system. The Government intends for a 12 month period of performance which shall produce prototypes for use in an operational test environment. Solutions shall be capable of meeting environmental requirements as defined in MIL-STD-810G Change 1. The weapon optics shall include a direct view optic with digital overlay display, laser range finder, ballistic calculator, and atmospheric sensor suite. Digital imagers shall be supplementary to, not in lieu of, primary weapon optics in order to ensure Soldier capabilities in a no-power environment. The system shall provide a fire control solution that provides an adjusted aim point, or disturbed reticle to the user for increased accuracy and lethality on the battlefield. Size, weight, power, and cost will all be considerations in proposal selection. Total system weight must not exceed 2lbs while incorporating direct view optic, digital imager, batteries, and any ancillary processors or sensors. If weight exceeds 2lbs, a discussion of capability trade space must be included. The Government does not intend to pay for any information provided under this announcement.
